HUSTON, CITY MANAGER 400-45 FROM' PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE NEWPORT AVENUE AND MAIN STREET TRAFFIC SIGNAL MODIFICATION (ClP NO. 4061) SUMMARY Bids for this project have been received and a construction contract is ready to be awarded. The project provides for the modification and upgrade of existing traffic signal equipment at Newport Avenue and Main Street, including the addition of fully protected left-turn phasing in the Main Street direction. The project also includes the modification of curb ramps and two pedestrian islands to meet the Federal American with Disabilities Act (ADA) requirements. RECOMMENDATION It is recommended that the City Council award the construction contract for the Newport Avenue and Main Street Traffic Signal Modification Project (CIP No. 4061) to Baxter-Griffin Company Inc., the Iow bidder in the amount of $162,995.00, and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's Capital Improvement Program Budget for FY 2001/02 provides $160,000.00 for the design and construction of the project. The total cost to complete construction of the project is estimated to be $180,795.00. This includes the Iow bid amount, a 10% contingency, traffic signal turn-on costs and inspection costs. The existing project account (CIP 4061) experiences a funding shortfall to complete the project construction. In order to cover the shortfall in the 4061 account, the work associated with construction of the concrete curb ramps and pedestrian islands ($30,000.00) will be funded out of the Annual Sidewalk Repair Account (No. 402-6235), which has sufficient funds to accommodate this work. Therefore, the combination of funding from the CIP 4061 account and the Annual Sidewalk Repair Account No. 402-6235 will provide sufficient funds to complete this project. BACKGROUND Bids were opened on January 8, 2002, and the three (3) bids received are summarized as follows' Baxter-Griffin Company, Inc., Stanton ...................................... $162,995.00 Steiny & Company, Inc., Corona ............................................ $176,873.00 C.T. & F., Inc., Bell Gardens ................................................... $ 202,614.00 Award of Contract for Newport and Main Traffic Signal Modification January 22, 2002 Page 2 Baxter-Griffin Company, Inc.'s bid is approximately 11% higher than the engineer's estimate of $147,000.00. In reviewing Baxter-Griffin's bid in comparison to the engineer's estimate it was determined that the cost to perform concrete construction (curb ramps and pedestrian island construction) was higher than expected.. In order to cover these increased costs, the curb ramps and pedestrian island construction will be funded through the Annual Sidewalk Repair Account (No. 402-6235). The references and the contractor's State License for Baxter-Griffin Company, Inc. have been checked and are appropriate for the subject project. Tim D.
