PROPOSAL: The property is improved with a "C" rated Industrial style structure per the Tustin Historical
Resources Survey. The proposed project involves the installation of two (2) blade signs on the
exterior of the building, in compliance with City Council Resolution No. 09-15.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the
Community Development Director has the authority to approve, approve with conditions, or deny Certificates of
Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource
District.
The Community Development Department finds and determines as follows:
A. The proposed work will not detrimentally alter, destroy or adversely affect the structure in that the signs are
designed in a style that is compatible with the industrial style of the building and will be installed so that they
could be removed in the future without altering the structure of the building.
B. The proposed work does not adversely affect the character of the District or Designated Guttural Resources
within the District in that the signs are designed to complement the building and are similar to signs
historically seen within the Cultural Resources District.
C. The proposed modifications will retain the essential elements which make the structure culturally significant
in that the proposed signs are an addi'tfon to the exterior of the building and do not after the appearance of
the building other than through the addition of the two blade signs.
The proposed work is hereby approved, subject to the following conditions:
1. Prior to the start of any work, the applicant shall obtain any applicable building, electrical, or other necessary
permits and pay all applicable plan check and permit fees.
2. Replacement or repair of any part of the existing structure shall match the existing exterior materials, finish,
and colors of the existing structure.
3. The property shall be subject to final building inspection to ensure consistency with plans approved and on
file with the Ciiy.

The property is improved with an "A" rated church structure in the Victorian Gothic
Church style per the City of Tustin Historical Resources Survey (1990) and has a
NRHP Status Code: 3S per the Update to the Tustin Historical Resources Survey
(2003). The Surveys note that the First Advent Church is the oldest continuously
active Protestant church in Orange County and the oldest church in Tustin built in
1881.
The proposed work involves the repair of the existing patio area along with
electrical upgrades to the facility and wood fence replacement. The concrete steps
along Main Street will be rebuilt and incorporate wrought iron handrails in context
with the building. Lamp post lanterns in a historical style consistent with the
building will be added to the patio area. The wood fence replacement is along the
rear and interior property lines and will match the existing wood fence. Aground
mounted floodlight will be placed within the landscaped area to illuminate the
existing flag pole. The floodlight shall be positioned to confine all direct rays to the
project site and ensure that there will be no spillover to adjacent properties or into
the public right-of-way. Existing pavement throughout the site will be replaced as
needed due to damage. There are no exterior improvements to the building being
proposed.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the
Tustin City Council, the Community Development Director has the authority to
approve, approve with conditions, or deny Certificates of Appropriateness for
improvements requiring a City building permit for property located within a Cultural
Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable
design standards in that the proposed project meets zoning code and
building code requirements. The majority of the proposed work will repair
and replace already existing features of the project site.
B. The proposed work does not adversely affect the character of the District or
Designated Cultural Resources within the District in that: the proposed repair
work will improve the overall aesthetics of the property and is within the
historical context of the site.

C. The proposed work is harmonious with existing surroundings in that the
proposed repairs and additions will enhance the appearance and
functionality of the site while still maintaining the historical context. The
proposed work would not cause a substantial change in the visual
appearance of the site as the majority of work is repair work or upgrades to
existing elements.
The proposed work is hereby approved, subject to the following conditions:
1. Prior to the start of any work, the applicant shall obtain a building permit and
pay all applicable plan check and permit fees.
2. All new utilities shall be placed underground.
3. The floodlight shall be positioned to confine all direct rays to the project site
and ensure that there will be no spillover to adjacent properties or into the
public right-of-way.
4. Prior to project final and occupancy, field inspection shall be conducted to
verify consistency with the approved set of plans.

PROPOSAL: The property is improved with a "D" rated Penod Revival style structure per the Tustin Historical
Resources Survey. The proposed project involves demolition of a utility room, storage room,
patio cover, and laundry room, and construction of a 1,110 square foot addition and kitchen
remodel.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the
Community Development Director has the authority to approve, approve with conditions, or deny Certificates of
Appropriateness for improvements requiring a City building permit for property located within a Guttural Resource
District.
The Community Development Department finds and determines as follows.:
A_ The proposed work will not detrimentally alter, destroy or adversely affect the resource in that structures to
be removed are for accessory uses, are not visible from the street, and have not acquired significance on
their own, and the proposed addition is compatible to the main structure, clearly delineated from the main
structure, and is not visible from the street.
B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources
within the District in that no work is proposed in any area visible from the street and the street view of the
house will remain unaltered.
C. The proposed modifications will retain the essential elements which make the structure, site or feature
culturally significant in that the proposed work is not visible from the public rdght-of way, the addition is
designed in a style consistent with the historic structure, and the addition is clearly distinguished from the
main structure. All of the elements that make the main structure and site significant will be maintained.
The proposed work is hereby approved, subject to the following conditions:
Prior to the start of any work, the applicant shall obtain any applicable building, plumbing, electrical, or other
necessary permits and pay all applicable plan check and permit fees.
2. Replacement or repair of any part of the existing structure shall match the existing exterior materials, finish,
