P' AN URGENCY ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, REPEALING
3 ORDINANCE NO. 936 WHICH ESTABLISHED A DEVELOPMENT
4 MORATORIUM ON FIRST STREET.
The City Council of the city of Tustin, California, does ordain as follows:
I. The City Council finds and determines as follows:
A. That the First Street Specific Plan has been developed to the
7 point that specific land use and design guidel.ines can be
applied to any new development proposals submitted for First
8 Street.
{) B. That the moratorium on development established by Ordinance No.
936 should be repealed.

II. The City Council hereby repeals Ordinance No. 936. This Ordinance
11 is adopted to protect the public health, safety and welfare and is
adopted as an urgency measure by a four fifths {4/5) vote pursuant to
12 the provisions of Sectionn 65858 of the California Government Code
and shall take effect immediately.

'The urgency is based on the fact that the First Street Specific Plan
14 has been prepared to the point that guidelines can be applied to any
proposed devel opmen ts al on g First Street. To further delay
15 development processing places an undue economic hardship upon
property owners in the area.
PASSED AND ADOPTED as an urgency ordinance at a regular meeting of the City
17 Council of the City of Tustin held on the 2nd day of December
, 1985.
