HUSTON, CITY MANAGER POLICE DEPARTMENT USED VEHICLE PURCHASE SUMMARY In September 2001, the City of Tustin Police Department received $78,816.00 in grant funding from the State of California for use to enhance several different areas of service. Twenty-five thousand dollars ($25,000) of this grant was set aside to purchase a multi-purpose van for Community Services for use by the Police Volunteer .Program, via the Used Vehicle Purchase Policy (attached). RECOMMENDATION That Council awards a bid to Enterprise Car Sales for the purchase of a 2001 Ford Windstar Van at a total cost of $21,079 (invoice price $19,460). FISCAL IMPACT $21,079.00 Grant Fund expenditures have been deposited and are available from account number 168019730. BACKGROUND The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorizes the Director of the Bureau of Justice Assistance to make funds available to local government under the Local Law Enforcement Block Grant (LLEBG) Programs. The funds are for programs that reduce crime and improve public safety. The Police Department applied for and received grant funding in the amount of $78,816.00. A total of $25,000 of this grant was set aside for the purchase of a multi- purpose van to be used primarily by the Volunteers and the Volunteers on Patrol Program. In the past we have tried a variety of strategies to ensure we have the highest quality cars at the best prices. We have purchased new economy-sized vehicles and we have purchased used mid-sized vehicles with additional equipment for approximately the same amount of money. We have found that the used vehicles of better quality are much better received by our personnel and, per Alan Gallagher, cost about the same to repair and service as the stripped models. William A. The vehicle we want to purchase is: 2001 Ford Windstar White in color 19,807 miles A local check for the same vehicle we want at Mac Pherson Ford showed none available.
