JORDAN, CHIEF OF POLICE SUBJECT: POLICE DEPARTMENT LEASE VEHICLES SUMMARY: The Police Department is seeking approval of City Council to lease three (3) new vehicles to replace three (3) existing lease vehicles that are nearing the end of their contract. RECOMMENDATION: Approve the following three leases: 2009 Ford Flex and 2009 Ford Edge both from Power Ford of Tustin; and 2009 Toyota Camry from Tustin Toyota. FISCAL IMPACT: Funds are currently available in the Police Department budget, account 01-502-6860. Total monthly cost for all three leases is $1,248.92. BACKGROUND: When the Special Investigations Unit was formed in the late 1980's, it quickly became apparent that their vehicle needs were dissimilar from other non-uniform operations within the police department. Due to the nature of their work in vice and narcotics enforcement, it is necessary for them to utilize vehicles not readily identified as government-issue. The current lease vehicles used by the Special Investigations Unit fall into this description: a Toyota Highlander, a Nissan Pathfinder and a Nissan Altima. All of these vehicles are not traditionally associated with a police agency and are very common place in today's society, allowing our investigators to blend in more readily in traffic and attract less attention than vehicles used by other non-uniformed divisions of the department. There is no state contract available for the leasing of vehicles. In an attempt to follow the informal guidelines established by past City Councils, we solicited estimates from Power Ford of Tustin, Tustin Toyota and Tustin Nissan on the following styles of vehicles that our Police Department Lease Vehicles Page 2 of 2 July 7, 2009 investigators felt would most readily meet their needs and allow for maximum undercover operability: Ford Escape, Ford Flex, Ford Edge, Ford Escape, Toyota Camry, Toyota Highlander, Toyota Venza, Scion XB, Nissan Altima, Nissan Pathfinder, Nissan Murano. The vehicles chosen for lease were chosen primarily for their differences in size, shape, features, engine options and the ability to blend in with most cars on the road; necessary when performing covert undercover surveillance operations both mobile and stationary. The Ford Flex in particular was selected by the assigned detectives due to its unique interior size and cargo area configuration design that would allow occupants to lie completely flat inside as well as store unit specific equipment that currently is not easily stored in any vehicle (i.e. entry vests, battering ram, door pick, etc). Lease terms for all three new vehicles will be the same; 36 month closed end lease with a 12,000 mile per year allowance. The Ford Flex would require $1,132 at signing with a monthly payment of $487.00. The Ford Edge would require $1,046 at signing with a monthly payment of $428.00. The Toyota Camry would require $698.67 at signing with a monthly payment of $333.92. Each of the selected vehicles is the low bid in comparison with the others in the similar classification. Total monthly expenditure for these three lease vehicles is $1,248.92, or a total cost for the year of $14,987.04. Our lease vehicle account is budgeted for $17,800 for the year, therefore our costs are $2,812.96 under budgeted expenses. The existing lease vehicles must be returned to their respective dealerships as of July 10, 2009 (Nissans) and July 23, 2009 (Toyota). ~~'~~. SCOTT M.
