SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE
TO RECEIVE BIDS FOR THE TUSTIN CIVIC CENTER ROOF REPLACEMENT PROJECT
(CIP NO. 1032)
SUMMARY
The plans and specifications for the Tustin Civic Center Roof Replacement Project (CIP No. 1032) have been
prepared and the project is ready to be advertised to receive bids. The project is Categorically Exempt under
California Environmental Quality Act (CEQA) and the required Notice of Exemption has been recorded with the
County Recorder's Office.
RECOMMENDATION
It is recommended that City Council adopt Resolution No. 09-42 approving plans and specifications for the Tustin
Civic Center Roof Replacement Project (CIP No. 1032) and authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Sufficient funds are budgeted and appropriated in this Fiscal Year 09/2010 Capital Improvement Program (CIP) for
the construction of this project. The engineer's construction estimate for the work to be performed is $600,000.
DISCUSSION
The project scope will encompass all three civic center buildings (Police, City Hall and Community Center).
Constructed in 1993, the majority of the roof is a built-up roofing system that had alife-expectancy of 10-15 years.
Since the building was constructed, there have been periodic problems with the roof that have resulted in water
intrusion during rainy weather. Over the years, Public Works Department Building Maintenance staff have had
limited success in making repairs to stop water intrusion from occurring. While this remedial work has helped, water
leaks continue at numerous locations.
The plans and specifications have been completed and this project is now ready to advertise for bid. This project,
as specified, will correct all deficiencies, reduce the amount of annual maintenance required, improve the facility's
reliability, protect the structural integrity of building components, and will include a 30 year warranty.

RESOLUTION NO. 09-42
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
TUSTIN CIVIC CENTER ROOF REPLACEMENT PROJECT (CIP 1032)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Tustin Civic Center Roof Replacement Project
(CIP No. 1032); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Facilities Replacement;
and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Tustin Civic Center Roof Replacement Project
(CIP No. 1032)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 4th day of August 2009.
