HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION APPROVAL OF CONSULTANT SERVICES AGREEMENT FOR WATER MAIN INSTALLATION AND REPLACEMENT (CIP NOS. 6106 & 6151) SUMMARY A Consultant Services Agreement for the design of Water Capital Improvement Projects (CIP Nos. 6106 & 6151) for the replacement of deteriorated and undersized water mains and service laterals in Lear Lane, Parker Street, Cameron Lane and Prospect Avenue is being recommended for approval by City Council. RECOMMENDATION It is recommended that City Council approve the submitted Consultant Services Agreement with Daniel Boyle Engineering, Inc. of Laguna Hills, California in the amount of $39,901.00 and authorize the Mayor and City Clerk to execute the agreement on behalf of the City. FISCAL IMPACT The amount of this contract is $39,901.00. These projects were budgeted as Water Capital Improvement Program Projects within the current Fiscal Year. There are currently sufficient funds in CIP Nos. 6106 & 6151 for the completion of this design work. BACKGROUND Since both water main projects are similar in nature, it is anticipated that they will be combined into one construction contract. A description of each project is as follows: CIP No. 6106 - Replace approximately 640 linear feet (If) of existing 2-inch and 3-inch water main in Lear Lane, easterly of Woodland Lane, Parker Street cul-de-sac, easterly of Yorba Street and Cameron Lane cul-de-sac, northeasterly of Seclusion Drive with 6-inch C900 PVC pipe. CIP No. 6151 - Replace approximately 1,450 If of existing 8-inch steel pipe in Prospect Avenue, from Santa Clara Avenue to Fairhaven Avenue, with new 12-inch ductile iron pipe. Install approximately 300 If of 6-inch C900 PVC water main to feed the Prospect Well Blending Facility. Transfer connection of domestic service lines and fire hydrants within the project area on Prospect Avenue from the existing 8-inch steel main to an existing 12-inch PVC main. Approval of Consultant Services Agreement for Water Main Installation and Replacement (CIP Nos. 6106 & 6151) February 4, 2002 Page 2 Seven (7) Requests for Proposals for final engineering design and construction support tasks for the subject project were sent to area consultants. On November 7th, three (3) proposals were received for this project from the following consultants: Daniel Boyle Engineering, Inc. SA Associates DGA Consultant, Inc. Staff reviewed the proposals and based on the consultant's qualifications, project understanding and approach, staff recommends that Daniel Boyle Engineering, Inc. be selected to perform design consultant services for the subject project. DBE's Consultant Services Agreement has been reviewed and approved by the City Attorney. The construction of the Water Main Replacements is part of the overall Water Capital Improvement Program.
