HUSTON, CITY MANAGER 400-45 NO. 10 02-04-02 FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE WALNUT AVENUE REHABILITATION FROM BROWNING AVENUE TO MYFORD ROAD (CIP NO. 7125) SUMMARY This project will provide for the pavement rehabilitation of Walnut Avenue from Browning Avenue to Myford Road. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 02-11, approving the plans and specifications for the pavement rehabilitation of Walnut Avenue from Browning Avenue to Myford Road (CIP No. 7125), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2001-2002 Capital Improvement Project (ClP) budget provides funding for the construction and contract administration of the Walnut Avenue pavement rehabilitation project. The engineer's construction estimate to complete this work is $620,000.00. The City has secured grant funding for this project from the Orange County Transportation Authority's (OCTA) Combined Transportation Funding Program (CTFP) under the Arterial Highway Rehabilitation Program (AHRP). On this project, the AHRP will provide up to 48% reimbursement to a maximum of $325,280.00 for eligible construction items through the Federal Local Surface Transportation Program (LSTP), which is administered by State of California Department of Transportation (Caltrans). The City received Authorization from Caltrans on January 23, 2002 to proceed with construction. BACKGROUND The proposed Walnut Avenue Pavement Rehabilitation Project will provide for removal of existing failed pavement sections, resurfacing of existing pavement and the installation of new traffic striping. Additionally, a portion of Walnut Avenue between Browning Avenue and Cherrywood Lane will be reconstructed to eliminate the vertical roadway rise that had previously been created by the abandoned railroad crossing. Kasdan Engineering Services Manager 1 6 ? 9 10 11 1~. 15 16 17' 18 ~0 ~.1 ~.2 ~.5 ~.7 28 RESOLUTION NO. 02-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE WALNUT AVENUE REHABILITATION FROM BROWNING AVENUE TO MYFORD ROAD (CIP NO. 7125) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the rehabilitation of Walnut Avenue from Browning Avenue to Myford Road (CIP No. 7125); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Walnut Avenue Rehabilitation from Browning Avenue to Myford Road (CIP No. 7125); BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals Ifor the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 4th day of February 2002.
