PUBLIC MEETING:
1. CONDITIONAL USE PERMIT 09-019 -for authorization to establish and
operate a temporary soil remediation system at an existing dry cleaners for up
to one (1) year.

That the Zoning Administrator adopt Zoning Administrator Action 09-008
approving Conditional Use Permit 09-019.

The Acting Zoning Administrator explained the process and asked the attendees to
introduce themselves. In attendance were Huang Vu, owner of the dry cleaners;
Matthew Pruitt, representing the Richardson trust; and Clarence Johnson,
consultant.

The Acting Zoning Administrator reviewed the staff report and stated he saw no
mention of monitoring the wells.
Mr. Johnson responded that ground water was not a consideration, only soil
contamination; vapor implants are used to fulfill compliance regarding monitoring.
The Acting Zoning Administrator indicated that these projects often take more than
one year, and a condition was included to allow for a time extension.
Staff requested a modification to Condition 2.6 as follows: "The property owner
shall notify affected easement holders of temporary construction activities in any
easement area at least ten (10) days prior to commencement of construction in the
easement area."
The Acting Zoning Administrator stated that modification of Condition 2.6 was
included to ensure notification to the neighbors regarding any intrusion onto the
adjoining properties.
Mr. Johnson indicated that a geo probe would be used, is very small, and should
not impact easement access by the neighboring properties.
The Acting Zoning Administrator approved Zoning Administrator Action 09-
008, as modified, approving Conditional Use Permit 09-019.
