SUBJECT: ADOPTION OF RESOLUTION NO. 09-52 ESTABLISHING A NEW CAPITAL
IMPROVEMENT PROJECT ENTITLED "TRAFFIC SIGNAL INSTALLATION
AT PROSPECT AVENUE AND BENETA WAY/AMAGANSET WAY" (CIP
NO. 4077) AND TRANSFER FUNDS FOR THE DESIGN AND
CONSTRUCTION OF THE PROJECT
SUMMARY
The California Department of Transportation (Caltrans) has approved funding in the amount of
$254,045 for a traffic signal at the intersection of Prospect Avenue and Beneta Way/Amaganset Way
under Cycle 8 of the state legislated Safe Routes to School (SR2S) Program. Adoption of Resolution
No. 09-52 will add the project to the Fiscal Year 2009-2010 Capital Improvement Program, including
the necessary funding for design and construction.
RECOMMENDATION
It is recommended that the City Council:
1) Adopt Resolution No. 09-52, amending the Capital Improvement Program Budget for Fiscal
Year 2009-2010 to establish a new project entitled "Traffic Signal Installation at Prospect
Avenue and Beneta Way/Amaganset Way" (CIP No. 4077); and
2) Authorize the transfer of project design savings in the amount of $49,005 from the Jamboree
Road Rehabilitation Project (CIP 7194) for design and the 10% match requirement for project
construction costs.
FISCAL IMPACT
The SR2S grant in the amount of $254,045 will be included in the Fiscal Year 2009-2010 Capital
Improvement Program to cover 90% of the cost of construction of the traffic signal. The recommended
action will also provide a transfer of $49,005 in Measure "M" Turnback (M-T) funds from the Jamboree
Road Rehabilitation Project (CIP No. 7194) to the new project. This will pay for the City's design
costs, and provide the City's required ten percent share of project construction costs. Funding from
the Jamboree Road project is available due to cost savings realized in the design of that project.
BACKGROUND
On July 14, 2008 a traffic study was prepared in which standard warrants were reviewed for the
intersection of Prospect Avenue and Beneta Way/Amaganset Way, resulting in a recommendation to
install a traffic signal. On April 14, 2009 the City applied for funding of a traffic signal at this intersection
under the SR2S Program, which is a state legislated reimbursement funding program for reducing injuries
and fatalities through capital projects that improve safety for children in grades K-12 who walk or bicycle
to school. On August 12, 2009 the City received notification from Caltrans that it had been approved for
$254,045 in SR2S funding for the traffic signal under Cycle 8 for Fiscal Year 2009-2010.

DISCUSSION
The SR2S Grant award from Caltrans requires the City to establish a project within the Fiscal Year
2009-2010 Capital Improvement Program. Resolution No. 09-52 adds the new project entitled "Traffic
Signal Installation at Prospect Avenue and Beneta Way/Amaganset Way" (CIP No. 4077) and
appropriates funding for design and construction of the project.
In order to fund design and provide the City's ten percent matching portion of construction, the budget
amendment will include a transfer of $49,005 in Measure "M" Turnback (M-T) funds from the
Jamboree Road Rehabilitation Project (CIP No. 7194). The matching funds are available due to cost
savings realized in design of the Jamboree Road Project. The $254,045 SR2S Grant award will
provide the remaining 90 percent portion of construction.
The current schedule is to have a traffic signal operational by the beginning of the 2010 school year.
The traffic signal will be designed to enhance the safety of students from Helen Estock Elementary
School and Columbus Tustin Middle School as they cross Prospect Avenue, Beneta Way and
Amaganset Way. Adult crossing guards are currently utilized at this intersection and crossing safety
will be closely monitored after the signal is installed.

RESOLUTION NO. 09-52
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
AMENDING THE CAPITAL IMPROVEMENT PROGRAM BUDGET FOR FISCAL
YEAR 2009-2010 TO ESTABLISH A NEW PROJECT ENTITLED "TRAFFIC SIGNAL
INSTALLATION AT PROSPECT AVENUE AND BENETA WAY/AMAGANSET WAY"
(CIP NO. 4077) AND TRANSFER FUNDS FOR DESIGN AND CONSTRUCTION OF
THE PROJECT
WHEREAS, on July 14, 2008 a traffic study was prepared in which standard warrants
were reviewed for the intersection of Prospect Avenue and Beneta Way/Amaganset Way,
resulting in a recommendation to install a traffic signal; and
WHEREAS, on April 14, 2009 the City applied for funding of a traffic signal at the
intersection of Prospect Avenue and Beneta Way/Amaganset Way (the Project) under the state
legislated Safe Routes to School (SR2S) Program; and
WHEREAS, on August 12, 2009 the California Department of Transportation (Caltrans)
notified the City that it had been approved for $254,045 in SR2S funding for the Project under
Cycle 8 for Fiscal Year 2009-2010; and
WHEREAS, the City desires to utilize SR2S funding to construct the Project; and
WHEREAS, the Project must be added to the City's Fiscal Year 2009-2010 Capital
Improvement Program in order to proceed with design and construction; and
WHEREAS, funding for the City's share of design and construction of the Project can be
made possible with the transfer of $49,005 in Measure "M" Turnback (M-T) funds from the
"Jamboree Road Rehabilitation between 2750 feet north of Tustin Ranch Road and north City
Limits" Project (CIP No. 7194).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin does
hereby amend the Capital Improvement Program Budget for Fiscal Year 2009-2010 to establish
a new project entitled "Traffic Signal Installation at Prospect Avenue and Beneta
Way/Amaganset Way" (CIP 4077).
AND BE IT FURTHER RESOLVED that the Fiscal Year 2009-2010 Capital Improvement
Program Budget is amended so that $49,005 in Measure "M" Turnback (M-T) funds are
transferred from the Jamboree Road Rehabilitation Project (CIP No. 7194) to the "Traffic Signal
Installation at Prospect Avenue and Beneta Way/Amaganset Way" (CIP No. 4077), and that the
additional revenue of $254,045 from the State of California Cycle 8 Safe Routes to School
(SR2S) Program for the project is properly recognized in the City's Fiscal Year 2009-2010
Capital Improvement Program.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held
on the 6`h day of October 2009.
