ADOPTION OF RESOLUTION NO. 02°22 DESIGNATING THE CITY'S CIVIC
CENTER AT 300 CENTENNIAL WAY AND THE LIBRARY AT 345 EAST
MAIN STREET, TUSTIN, CALIFORNIA, AS RESTRICTED PARKING AREAS
SUMMARY
In order to provide sufficient parking spaces within the City's Civic Center and Library areas for
conducting Civic Center and Library business, signs are proposed to be installed allowing parking
only for persons conducting business and using services provided by those facilities. The signs
will indicate the appropriate California Vehicle Code Section providing for enforcement of parking
restrictions.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 02-22 designating the City's Civic
Center at 300 Centennial Way and Library at 345 East Main Street, Tustin, California, as restricted
parking areas.
FISCAL IMPACT
The cost for fabrication, printing and installation of the restricted parking signs is estimated to be
$1,000.00. Funds are currently available for the signs in the Public Works
Department/Engineering Division's Traffic Signs and Paint Budget (Account Number 402-6625).
BACKGROUND
The City has received complaints from persons using the Civic Center and Library indicating the
lack of sufficient parking spaces. In response, staff surveyed vehicles in the parking areas and
determined that people are parking in the Civic Center and Library parking areas who reside in the
adjacent apartments on Centennial Way and Second Street, and those who conduct business in
the establishments on Centennial Way directly across from City Hall.
Staff routinely places flyers on vehicles that are suspected of being parked in the Civic Center and
Library areas by those who either reside locally or conduct business across the street. The flyers
indicate that Civic Center parking is for conducting Civic Center and Library business only and
requests removal of the vehicle and consideration of future parking elsewhere in the area.
A number of the vehicles have moved and are now parking on Centennial Way or within their own
parking lots. However, there are some that insist upon parking in the Civic Center and Library
areas since they are designated for public parking.

DISCUSSION
There are currently 252 parking spaces within the Civic Center and Library parking areas. These
spaces include handicap parking, designated City vehicle parking only, library staff parking, upper
parking structure parking, as well as general open parking located in front of the Civic Center and
Library. On normal business days the parking facility is generally full, except for some spaces
directly in front of City Hall and the Police Department. Visitors to the Civic Center and Library
have often expressed difficulty finding parking spaces and have had to park on adjacent streets,
sometimes in residential neighborhoods, to conduct Civic Center business or use the library
facility.
Staff, therefore, is recommending that a resolution to restrict parking be enacted by the City
Council. Section 22519 of the California Vehicle Code states: "Local authorities may by ordinance
or resolution prohibit, restrict, or regulate the parking, stopping or standing of vehicles on any
offstreet parking facility which it owns or operates. No such ordinance or resolution shall apply
until signs giving notice thereof have been erected." Signs will be installed at the entrances to the
Civic Center and Library parking areas indicating parking only for conducting business at the Civic
Center or Library.
The restriction would restore the much-needed parking areas to Civic Center and Library business
use only. This action is intended to remove the parking of area residents and business patrons
related to the establishments across Centennial Way. Staff feels that implementation of the
proposed resolution will provide staff with the means to provide an immediate solution to address
this concern.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DESIGNATING THE CITY'S CIVIC CENTER AT 300
CENTENNIAL WAY AND THE LIBRARY AT 345 EAST MAIN STREET, TUSTIN,
CALIFORNIA, AS RESTRICTED PARKING AREAS
WHEREAS; Section 22519 of the California Vehicle Code entitled
"Regulation of Offstreet Parking", provides for the regulation of certain activities
on City owned or operated property upon the adoption of a resolution by the City
Council; and
WHEREAS; the City Engineer has determined that the City's Civic Center
at 300 Centennial Way and Library at 345 East Main Street, Tustin, California,
are primarily used for conducting Civic Center and Library business; and
WHEREAS; the City Engineer recommends that the City Council adopt a
resolution designating 300 Centennial Way and 345 East Main Street as
Restricted Parking Areas;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Tustin does hereby resolve, order and determine as follows:
That 300 Centennial Way and 345 East Main Street, Tustin, California
be designated as Restricted Parking Areas pursuant to the provisions
of the California Vehicle Code, Section 22519.
PASSED AND ADOPTED at a regular meeting of the City Council of the
ICity of Tustin held on the 19th day of February 2002.
