HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION AUTHORIZATION FOR THE STATE TO PURCHASE FOUR FULL SIZE UTILITY TRUCKS, FOUR FULL SIZE PICK-UP TRUCKS, ONE CREW CAB PICK-UP TRUCK, ONE CAB AND CHASSIS TRUCK, ONE EXTENDED CAB MINI TRUCK AND ONE SEDAN SUMMARY Approval of Resolution No. 02-24 will authorize the General Services Department of the State of California to purchase the following current model year miscellaneous trucks and sedan on behalf of the City of Tustin: four full-sized utility trucks, four full size pick-up trucks, one crew cab truck, one cab and chassis, one extended cab mini truck, and one sedan. RECOMMENDATION It is recommended that the City Council approve Resolution No. 02-24 authorizing the General Services Department of the State of California to purchase the subject trucks/vehicles on behalf of the City. FISCAL IMPACT Total funds required including all taxes and State fees are $250,784.17. These funds are included in the current fiscal budget in account numbers 84-801-9720, 84-801-9715 and 01-404-9845. DISCUSSION The proposed purchase of ten trucks and one passenger car is for replacement of existing trucks/vehicles currently in service and scheduled for replacement in Fiscal Year 2001/02 (Unit Nos. 5622, 5633, 5609, 5617, 5639, 5645, 8005, 4204, 7002, 7004 and 3002). Additionally, the proposed purchase includes one new utility bed truck that was authorized in the Fiscal Year 2001/02 budget under account number 01-404-9845 for the Landscape Division. Since the State buys in large volume they are able to receive a more competitive price for vehicles than the City. Staff reviewed published prices obtained from local vendors and compared these prices to those contained in the State contract. Staff also contacted a number of dealers in the area and received the following prices for alike-equipped vehicles. The prices listed below include all taxes, applicable fees and early payment discount. In addition, the City of Tustin will independently purchase emergency lighting and additional accessories for these vehicles from the same accounts after delivery Authorization for the State to Purchase Vehicles February 19, 2002 Page 3 Approval of the attached resolution allows the City to utilize the State's purchasing program to obtain the twelve current model year trucks/vehicles at a substantially lower cost than the City can obtain on its own. It also designates the City Manager as the public official authorized to execute this request on behalf of the City. Tim D. WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the City to purchase materials, supplies, and equipment through the State Department of General Services if it can be acquired more cheaply or efficiently by the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the Procurement Division, Department of General Services of the State of California, to purchase eleven current model year miscellaneous trucks and one sedan for and on behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract Code, and that Mr. William A. Huston, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
