HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CATCH BASIN INSERT PROJECT (PROJECT NO. 402-6222) SUMMARY Under the provisions of the Regional Water Quality Control Board Santa Ana Region National Pollutant Discharge Elimination System (NPDES) Permit, the City is required to demonstrate progress in the removal of debris and other pollutants prior to entering the storm drain system. The Catch Basin Insert Project (402-6222) will help the City comply with this aspect of the NPDES permit. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 02-23, approving the plans and specifications for the Catch Basin Insert Project (402-6222), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2001-2002 Public Works Department/Engineering Division Operating Budget provides for the funding of activities required to comply with the Regional Water Quality Control Board Santa Ana Region NPDES permit. The engineer's estimate for the Catch Basin Insert Project (402- 6222) is $60,000. Grant funds from the County of Orange Urban Runoff Matching Grant Program will reduce overall project costs by approximately $30,000. The City's Public Works Department/Engineering Division Operating Budget includes sufficient funding to cover all costs associated with the installation of the catch basin insert project (402-6222). BACKGROUND The City currently owns and maintains nearly 700 catch basins, which serve as inlets into the storm drain system. The Regional Water Quality Control Board has mandated protection of the inlets through implementation of structural and non-structural best management practices (BMPs). The implementation of structural BMPs to mitigate urban water runoff pollution is a means to comply with the new requirements of the Santa Ana Region NPDES permit. The City currently employs non-structural BMPs including street sweeping and regular cleaning of the catch basins. In an effort to begin implementation of structural BMPs at the inlets, the City evaluated its inventory of catch basins and selected 103 locations that would provide water quality benefits through the installation of catch basin inserts. The catch basin inserts are an economical and effective means to remove trash, organic material, debris, and other pollutants prior to their entry into the storm drain system. The inserts may be installed easily and quickly in standard catch basins without requiring structural modifications. The City's Field Services Division staff will assist in monitoring their performance. A program will be developed and implemented to categorize the trapped waste in order to determine the effectiveness of the filters. The information obtained from these analyses will be a beneficial tool that can be used to identify sources of pollutants. The tentative schedule for the project is as follows: Tim D.
