APPROVAL OF MINUTES - OCTOBER 13, 2009, PLANNING COMMISSION MEETING. Motion: It was moved by Puckett, seconded by Thompson, to approve the Consent Calendar. Motion carried 5-0. PUBLIC HEARINGS Removed by 2. CONDITIONAL USE PERMIT 09-026 AND DESIGN staff REVIEW 09-025 A REQUEST FOR AUTHORIZATION TO CONSTRUCT AND OPERATE AN UNMANNED MAJOR WIRELESS TELECOMMUNICATIONS FACILITY CONSISTING OF A STEALTH ROOF-MOUNTED TOWER ELEMENT LOCATED AT 2833 PARK AVENUE IN THE DISTRICT. THIS PROJECT IS LOCATED IN THE SP-1 - MCAS TUSTIN SPECIAL PLAN DISTRICT, NEIGHBORHOOD F, PLANNING AREA 19 - COMMERCIAL ZONING DISTRICT. DESIGN REVIEW 09-023 A REQUEST TO DEVELOP 84 Resolution TWO-STORY CLUSTER HOMES AND ASSOCIATED No. 4133, as SITE AND INFRASTRUCTURE IMPROVEMENTS AT amended AINSLEY PARK IN COLUMBUS GROVE AT TUSTIN LEGACY, ALSO REFERRED TO AS LOTS 242 AND 243 OF TRACT 16582. THIS PROJECT IS LOCATED IN THE MCAS TUSTIN SPECIFIC PLAN (MCAS-SP1), PLANNING AREA 21, REUSE DISPOSITION PARCEL 36 ZONING DISTRICT. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4133 approving Design Review 09-023. Staff presented the report, noting that on page 2 of the staff report the reference should have been "465 homes," not 484. Planning Commission discussion ensued. Pat McCabe, representing the applicant, answered questions. The Director read into the record the following new Condition 2.3 of Resolution No. 4133: "Prior to the issuance of any building permits, the applicant shall submit revised architectural elevations, providing material enhancements, subject to review and approve by the Community Development Department." Chair Kozak asked if the proposed condition was acceptable to the applicant. Mr. McCabe answered in the affirmative. Commissioner Thompson asked that reference be made to these 84 units within the original 465-unit approval at Columbus Grove. The Director indicated that reference would be included in I.C of the Findings. Motion: It was moved by Murray, seconded by Puckett, to adopt Resolution No. 4133, as amended. Motion carried 5-0. ORDINANCE NO. 1369, RECOMMENDING ADOPTION Resolution OF THE OFFICIAL ZONING MAP OF THE CITY OF No. 4125, as TUSTIN. amended The City of Tustin has developed a computerized Geographic Information System (GIS) that allows users to develop maps, crate interactive queries (user created searches), analyze land use information, link and edit parcel data and maps, and colorfully present the results of all these operations. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4125 recommending that the City Council adopt Ordinance No. 1369 designating the official Zoning Map of the City of Tustin. The Assistant Director presented the report and provided a demonstration of how the GIS map could be used. A brief Planning Commission discussion ensued. Motion: It was moved by Puckett, seconded by Kasalek, to adopt Resolution No. 4125, including the reference requested by Commissioner Thompson to the history of amendments to the Zoning Code. Motion carried 5-0. Approved 5. COMMENDATION NOMINATION - 525 WEST MAIN STREET RECOMMENDATION: That the Planning Commission approve the nomination of 525 West Main Street to the City's Commendation Program. Motion: It was moved by Kozak, seconded by Thompson, to approve the nomination. Motion carried 5-0. STAFF CONCERNS 6. REPORT OF ACTIONS TAKEN AT THE OCTOBER 20, 2009, CITY COUNCIL MEETING. Minutes -Planning Commission October 27, 2009 -Page 3 The Director reported: • The City Council approved the code amendment and design review related to the carwash at Jamboree Plaza. • The City Council pulled the Traditions Restaurant item to ensure that the property owner is aware of the conditions and will come forward to agree to those conditions. • Staff provided an updated brochure to the Commissioners this evening regarding the Old Town plaque program. COMMISSION CONCERNS Thompson Attended the Planners Forum; • Attended the Art Walk; kudos to Parks & Recreation, TACFA, and the Tustin Conservancy for a great job; • Reminded everyone the Dino Dash takes place this Sunday; two featured runners, Luke Thompson and Dylan Ezell, were in the audience; • Will be attending the Mayor's Prayer Breakfast. Puckett • Attended the Planners Forum; • Hopes to play in the Lions Club golf tournament November 4tn, postponed from earlier rainout; • Attending Fullerton Mayor's Breakfast tomorrow to compare; • Reminded everyone that the refurbished Santa Sleigh will be on display at the Tustin Mayor's Breakfast. Kasalek Asked if the City has revamped the banner policy due to the economy. Director Responded in the negative. Kasalek Indicated she will be working at the Dino Dash; • Wished everyone a Happy Halloween. Murray Reported on the Orange County Vector Control meeting; • Stated he attended the OCTA Citizens Advisory Committee meeting; • Attended the Planners Forum; • Attended the Tustin Chamber Mixer at City Hall last week; • Attended the Art Walk and enjoyed the tour of Old Town; Brent Ferdig was a terrific tour director; • Attended the Toastmasters' 85t" year celebration hosted by Cranbrook Senior Living; Minutes -Planning Commission October 27, 2009 -Page 4 • Complimented staff for winning the American Public Works Association "Project of the Year" award for the Pasadena Well site; • Stated it is a real pleasure to work with the people on this Planning Commission. Kozak Attended the Art Walk; more exhibitors than ever and wonderful musical contrasts in evidence; • Noticed there was a Big Brothers/Big Sisters event at Enderle Center over the weekend; • Tarbell also hosted a Pumpkin Festival at Packers Square; • Red Hill Lutheran Church and School held a grand opening Sunday; • Attended the Planners Forum; one of the sessions was related to corridor revitalization and GIS tools; a presentation will be available; he will provide a copy for staff and the other Commissioners. • Will be attending the Mayor's Breakfast. • Congratulated Commissioner Murray's daughter Lili who is in the GAP casting call contest. 8:04 p.m. ADJOURNMENT The next regular meeting of the Planning Commission is scheduled for Tuesday, November 10, 2009, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
