ADVERTISE FOR BIDS FOR THE JAMBOREE ROAD REHABILITATION CIP
NO. 7194
SUMMARY
The plans and specifications for the Jamboree Road Rehabilitation CIP No. 7194 have been
prepared and the project is now ready to be bid. Construction of the project is partially funded with
American Reinvestment and Recovery Act of 2009 (ARRA) federal stimulus funds.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 09-62 approving the plans and
specifications for the Jamboree Road Rehabilitation CIP No. 7194, and authorizing and directing the
City Clerk to advertise for bids.
FISCAL IMPACT
The Fiscal Year 2009-2010 Capital Improvement Program Budget provides funding for the Jamboree
Road Rehabilitation (CIP No. 7194). Construction of the project is partially funded with American
Reinvestment & Recovery Act of 2009 federal stimulus funds in the amount of $813,324. The
remainder of the construction funds will be provided by a combination of State Proposition 1 B,
Orange County Proposition 42 City Aid Program (OCCAP), and State Proposition 42 funds. The
engineer's construction estimate for the contract portion of the work to be bid is $2.4 million.
DISCUSSION
The proposed pavement rehabilitation on Jamboree Road consists of excavation of deteriorated
pavement; construction of a new asphalt concrete base course with an asphalt rubber hot mix
(ARHM) wearing surface; removal and replacement of damaged curb & gutter and sidewalks;
replacement of existing curb ramps to be in compliance with the current federal Americans with
Disabilities Act (ADA) requirements; replacement of traffic signal detector loops; replacement of
striping and pavement markings; and adjustment of manhole rims and valve boxes to grade.

ENVIRONMENTAL DOCUMENTATION
Since this project involves the replacement and repair of existing facilities with minor modifications, it
is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A Notice
of Exemption has been recorded with the County of Orange. Additionally, as a result of federal
funding, the project has been reviewed by Caltrans Local Programs and was determined to be
Categorically Excluded under the National Environmental Policy Act (NEPA) requirements.

RESOLUTION NO. 09-62
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
JAMBOREE ROAD REHABILITATION BETWEEN 2,750 FEET NORTH
OF TUSTIN RANCH ROAD AND NORTH CITY LIMITS (CIP NO. 7194)
AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Jamboree Road Rehabilitation between 2,750 feet
north of Tustin Ranch Road and north City Limits (CIP No. 7194); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class I, Section 15301: Existing Facilities; and
WHEREAS, this project has been determined to be categorically excluded from
the National Environmental Policy Act (NEPA);
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Jamboree Road Rehabilitation between 2,750 feet north of Tustin Ranch Road
and north City Limits (CIP No. 7194)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 17th day of November 2009.
