STACK, ACTING DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD OF A CONSTRUCTION CONTRACT FOR THE TUSTIN SENIOR CENTER ROOF HVAC UNIT REPLACEMENT CIP No. 1032 SUMMARY Staff is requesting that the City Council award the construction contract for the Tustin Senior Center Roof HVAC Unit Replacement Project to the lowest responsive/responsible bidder. RECOMMENDATION It is recommended that the City Council award the construction contract for the Tustin Senior Center Roof HVAC Unit Replacement CIP No. 1032 to the lowest responsive/responsible bidder, Pardess Air, Inc., in the amount of $68,000 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The project is funded by CDBG-R funds in this Fiscal Year 2009-10 Capital Improvement Program Budget. No impact to the City's General Fund is anticipated. BACKGROUND Conditioned air at the Senior Center is currently provided by ten (10) rooftop packaged units ranging in size to meet the needs of the zones they serve. A single unit was replaced about four years ago and remains in good working order. Field Services staff recommended the replacement of the remaining nine (9) units because they use a refrigerant that will not be sold in California after December 31, 2010 and because they have reached the end of their expected service life. The new HVAC system will utilize energy efficient units that will lower the total energy consumption for the building. A separate second phase of this project will include the acquisition and installation of an energy management system that will provide accurate and precise start/stop scheduling and maintenance to provide offsite analysis of the equipment. On May 19, 2009, the City Council authorized staff to solicit bids for this project. Formal bids were publicly opened October 27, 2009, by the City Clerk. It is recommended that the City Council award the construction contract for the Tustin Senior Center Roof HVAC Unit Replacement Project (CIP No. 1032) to the lowest responsive/responsible, Pardess Air, Inc., in the amount of $68,000 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
