STACK, ACTING DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: STATUS REPORT ON THE TUSTIN METROLINK STATION PARKING STRUCTURE PROJECT CIP NO. 1062 SUMMARY On February 3, 2009, the City Council approved Cooperative Agreement No. C-7-1195 with the Orange County Transportation Authority (OCTA) to enable OCTA to proceed with the design and construction of a parking structure at the Tustin Metrolink Station. The OCTA retained the services of Watry Design, Inc. for design of the project and a Project Development Team was assembled. Plans are currently being prepared and construction is expected to begin in June 2010. The parking structure is expected to be completed within twelve (12) to fifteen (15) months. RECOMMENDATION Receive and file. FISCAL IMPACT The City of Tustin is not anticipated to incur costs for construction of the structure. However, Measure "M" Growth Management Area (GMA) No. 7 funding has been secured by the City in the amount of $200,000 for incidental expenditures related to project oversight. Design and construction of the parking structure will be administered by the OCTA and funded with State Transportation Improvement Program (STIP) funds, including $1,100,000 for design and $16,500,000 for construction. It is estimated that the City will incur annual operation and maintenance (O&M) costs in the range of $300,000 to $500,000 for the station with a parking structure. BACKGROUND On November 21, 2005, the OCTA Board of Directors authorized policies to implement Metrolink commuter rail service expansion to achieve 30-minute headways on the Orange County Line between the Fullerton Transportation Center and Laguna Niguel/Mission Viejo Stations (including the Tustin Metrolink Station) by 2010. To meet the increased service levels, parking expansion at the Tustin Metrolink Station is needed to accommodate future parking demands. Parking demand studies indicate that the Tustin Metrolink Station will need to expand its parking capacity from the existing 317 spaces to approximately 825 spaces, which will be accomplished by construction of the parking structure. Status Report on the Tustin Metrolink Station Parking Structure Project CIP No. 1062 January 19, 2010 Page 2 DISCUSSION On February 3, 2009, the City Council approved Cooperative Agreement No. C-7-1195 with the Orange County Transportation Authority (OCTA) to enable OCTA to proceed with the design and construction of a parking structure at the Tustin Metrolink Station to serve the OCTA's 5-year Metrolink Expansion Program. By the cooperative agreement, the OCTA is responsible for design and construction of the parking structure and necessary site improvements, and the City is responsible for ownership, operation, and maintenance of the facility. The project is a collaborative effort between the OCTA and the City of Tustin. The OCTA retained the services of Watry Design, Inc. for the preparation of plans and specifications for the project. A Project Development Team (PDT) was assembled, consisting of the Project Architects and Engineers, OCTA representatives, and City Staff from various departments, including Public Works, Community Development, Police, and Information Technology. The PDT meets on a regular basis to work through design issues. City Staff have reviewed conceptual design plans throughout the process and provided input on various design factors to ensure that the City's long-term maintenance costs are minimized. The parking structure will be four stories tall with parking on the roof level, for a total of five levels of parking. There will be 733 parking spaces within the structure and 91 spaces outside the structure, for a total of 824 spaces on site, meeting the projected future demand. The architectural style is contemporary, designed to complement the existing station and the overall context of Jamboree Plaza. The structure features a tower element at the northwest corner with two glass-backed elevators and an ancillary tower at the northeast corner to balance the design. The structure also has two stairwells, designed to be open for visibility and security. Installation of a video surveillance system will be completed in conjunction with the construction of the parking structure. In coordination with the City's Police Department, closed circuit television cameras will be installed throughout the station area to provide video coverage of surface parking areas; parking structure; train platforms; pedestrian undercrossing tunnel way; and the Tustin Wye pedestrian pathway to Dow Avenue, currently under development. The recorded video will be used for police response and post-incident investigative purposes. The project is currently in the final design phase and a verbal status report of this item was presented to the Planning Commission at their meeting of December 8, 2009. It is expected that final plans and specifications will be approved in February 2010, and the contract will be awarded in May 2010. Construction is expected to begin in June 2010 and be completed within twelve (12) to fifteen (15) months. 11 S.
