A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING GENERAL PLAN
AMENDMENT 90-03(b), AN AMENDMENT TO THE
CIRCULATION ELEMENT OF THE TUSTIN AREA GENERAL
PLAN AND GENERAL PLAN AMENDMENT 90-03(a),
REDESIGNATING ON THE LAND USE MAP IN THE LAND
USE ELEMENT OF THE TUSTIN AREA GENERAL PLAN
APPROXIMATELY 126 ACRES OF PROPERTY AS PLANNED
COMMUNITY. SAID PROPERTY IS BOUNDED BY RED
HILL AVENUE, VALENCIA AVENUE, THE SR-55 (COSTA
MESA FREEWAY) AND AN ORANGE COUNTY FLOOD
CONTROL CHANNEL DIRECTLY NORTH OF EDINGER
AVENUE.
The City Council of the City of Tustin does hereby
resolve as follows:
I. The City Council finds and determines as follows:
Government Code Section 65358 provides that
when it is deemed to be in the public
interest, the legislative body may amend a
part of the General Plan.

An application was filed by the City of Tustin
requesting amendment to the Tustin Area
General Plan.

The Planning Commission at a regular meeting
on January 14, 1991 held a public hearing and
recommended to the City Council approval of
General Plan Amendments 90-03(a) and (b).
Do
In accordance with Government Code Section
65353, a public hearing was duly noticed,
called, and held on the application by the
City Council on February 4, 1991, to recommend
designation on the General Plan Land Use Map
certain property as Planned Community as shown
on the attached Exhibit A of the Tustin
General Plan and Circulation Element
amendments as shown on Exhibit B and more
specifically described as an amendment to the
Arterial Highway Plan contained in the
Circulation Element as follows:
Redesignate a portion of Newport Avenue
between the I-5 (Santa Ana) freeway and
Sycamore Avenue from a primary arterial
to a modified major arterial.

Redesignate a portion of Newport Avenue
from Sycamore Avenue south to its
existing termination from a secondary
arterial to a major arterial and
designate a proposed extension of Newport
Avenue south to Valencia Avenue as a
major arterial.
Designate a proposed reconfiguration of
Del Amo Avenue from Edinger Avenue to SR-
55 (Costa Mesa) Freeway eastside ramps as
a four lane secondary arterial.
General Plan Amendments 90-03(a) and 90-03(b)
have been reviewed in accordance with the
California Environmental Quality Act and Final
Environmental Impact Report (EIR) 90-01 has
been prepared certified and considered which
adequately addresses the general environmental
setting of the proposed project, its
significant environmental impacts and the
project alternatives and mitigation measures
related to each significant environmental
effect for the proposed project.
Ail impacts, mitigation measures and project
alternatives identified in Final EIR 90-01
have been reviewed and considered, mitigation
measures have been incorporated into the
proposed project that eliminate or
substantially lessen the significant
environmental effects as identified in the EIR
and it is determined that any remaining
significant effects on the environment found
to be unavoidable have been balanced against
the benefits of the project and against the
project alternatives and those benefits have
been found to be overriding on each
significant impact identified in the EIR.
Findings and a Statement of Facts supporting
such findings are comprehensively listed in
Exhibit A of City Council Resolution No. 90-
158 which is incorporated herein by reference.
A Statement of Overriding Consideration is
contained in Exhibit B of City Council
Resolution No. 90-158 which is incorporated
herein by reference; and all mitigation

meas~,res contained in Final EIR 90-1 were
adopted with City Council Resolution No. 90-
158 and were automatically incorporated as
conditions of approval of subsequent
discretionary actions at the appropriate level
of project implementation.
General Plan Amendment 90-03(a) and 90-03(b)
are in the best interest of the public and
surrounding property owners based on the
following:
The proposed Planned Community land use
designation is consistent with other
elements of the General Plan.
The use of the Planned Community
designation will encourage a variety of
office, commercial, regional and
technology uses and provide a mechanism
for aesthetic integration of development
within the project area while minimizing
impacts on surrounding property owners.
Proposed amendments to the circulation
system will support the Pacific Center
East development by providing safe,
efficient vehicular movement within and
around the project site; provide capacity
for other traffic and also provide
~raffic relief for other existing city
'streets.
Ge
Proposed amendments to the Circulation Element
shall be submitted to the County of Orange
Environmental Management Agency in order to
amend the Master Plan of Arterial Highways to
reflect the City's amendments.
II. The City Council does hereby approve the following:
General Plan Amendment 90-03(a) amending the
Land Use Element of the Tustin Area General
Plan for properties within the Pacific Center
East project area as shown on Exhibit A
attached hereto and incorporated herein by
reference.

General Plan Amendment 90-03(b) amending the
Arterial Highway Plan contained in the
Circulation Element of the Tustin Area General
Plan as shown on Exhibit B attached hereto and
incorporated herein by reference.
PASSED AND ADOPTED by the City Council of the City of
Tustin at a regular meeting held on the 4th day of
February, 1991.
