APPROVAL OF MINUTES - DECEMBER 8, 2009, PLANNING COMMISSION MEETING. None PUBLIC HEARINGS REGULAR BUSINESS Adopted Resolution 2. GENERAL PLAN CONFORMITY DETERMINATION - No. 4138, with one A REQUEST TO FIND CONVEYANCE OF EIGHT (8) correction RESIDENTIAL UNITS LOCATED AT 14741 AND 14751 NEWPORT AVENUE LOCATED IN THE MULTIPLE FAMILY RESIDENTIAL DISTRICT (R-3) ZONING DISTRICT FROM THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY TO THE CITY OF TUSTIN CONSISTENT WITH THE TUSTIN GENERAL PLAN. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4138. Brief Planning Commission discussion ensued. Chair Kozak asked that an unnecessary "and" be deleted from Item I.B in the resolution. Motion: It was moved by Thompson, seconded by Puckett, to approve Resolution No. 4138 with that correction. Motion carried 5-0. Received and 3. 2009 CERTIFIED LOCAL GOVERNMENT (CLG) filed ANNUAL REPORT FOR THE REPORTING PERIOD BETWEEN OCTOBER 1, 2008, AND SEPTEMBER 30, 2009, SUMMARIZING THE CITY'S HISTORIC PRESERVATION EFFORTS AND DESCRIBING HOW THE CITY MET ALL THE MINIMUM REQUIREMENTS OF THE CLG PROGRAM. Minutes -Planning Commission Regular Meeting January 12, 2010 -Page 1 RECOMMENDATION: That the Planning Commission receive and file this report. Planning Commission discussion ensued. Motion: It was moved by Puckett, seconded by Thompson, to receive and file the report, with two minor corrections. Motion carried 5- 0. Received and 4. 2009 COMMUNITY DEVELOPMENT DEPARTMENT filed YEAR IN REVIEW. The Community Development Department Activity -Year in Review briefly describes the total number of discretionary projects (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Community Development Department and Building Division activity. RECOMMENDATION: That the Planning Commission receive and file this report. Motion: It was moved by Murray, seconded by Thompson, to receive and file the report. Motion carried 5-0. STAFF CONCERNS 5. REPORT OF ACTIONS TAKEN AT THE JANUARY 5, 2010, CITY COUNCIL MEETING. The Director reported: • the City Council held first reading of the Density Bonus Ordinance on which the Planning Commission made a recommendation; • regarding the new parking ordinance reductions in Old Town, the City Council accepted the recommendation regarding drive-through facilities; staff will bring this item back to the Planning Commission; • when Daylight Saving Time begins, staff will begin scheduling additional tours. Minutes -Planning Commission Regular Meeting January 12, 2010 -Page 2 Thompson Attended the City Council meeting, the Chamber event, and the Orange County Business Council meeting; Offered compliments to the staff for their great reporting and great progress reflected in the items before the Commission this evening; • Requested that staff check into having a tree planted to replace the landmark tree that was removed in Old Town. Puckett Wished everyone Happy New Year; • Thanked George Vallevieni for the endless work he provided regarding the Santa Sleigh; • Remarked that the project at the old Shakey's site is coming along; • Thanked Code Enforcement for their prompt response to issues; • Congratulated Chair Pro Tem Murray for his perfect Planning Commission attendance during the time period covered by the CLG report. Kasalek Wished everyone Happy New Year; • Echoed the comments regarding George Vallevieni; • Thanked City staff for all their hard work; • Congratulated Dane Nielsen on his selection to Second Team All-League in water polo. Puckett Added that Dane will also be receiving his Eagle Scout honor on February 6th, something that only two percent of Boy Scouts are able to attain. Murray Attended the City Council meeting, the OCTA Santa Train event, and a Miss Tustin fundraiser; • Offered accolades to George Vallevieni for his dedication and the Tustin Community Foundation for sponsoring the Santa Sleigh; • Noted that Commander Scottie Frazier retired after many years of service; • Assisted Councilman Palmer with a holiday collection at the Orange County Rescue Mission; • Stated that the Orange County Vector Control is researching cost-saving measures; • Wished everyone Happy New Year; keep up the good work. Kozak Thanked everyone, stating it is his pleasure to work among such good people; • Indicated he is looking forward to a great 2010; Minutes -Planning Commission Regular Meeting January 12, 2010 -Page 3 Kozak continued Shared a Public Works notice from the County of Orange regarding Newport Avenue and repairs that will be taking place north of the Tustin Crossroads shopping center with $1.84 million from the Stimulus Program. • Noted the Tustin Salvation Army Women' Auxiliary will hold a January 26t" fundraiser at the Salvation Army Headquarters on Pioneer Road, featuring "Colorful Characters of History"; call 714-832-7100 if interested; • Stated that there will be a presentation at the Tustin workshop on January 28t" by Richard Dodd: "The Bungalow Era in Orange County: The Embodiment of the Arts and Craft Movement"; • Added that Supervisor Bill Campbell noted at today's State of the County meeting that one of his goals is to make something happen with Hangar 28 in 2010.
