AGREEMENT WITH DOKKEN ENGINEERING FOR ADDITIONAL DESIGN
SERVICES FOR THE NEWPORT AVENUE EXTENSION PROJECT -PHASE II
CIP NO. 7131
SUMMARY
The Amendment to the Consultant Services Agreement between the City and Dokken Engineering
(Dokken) will provide additional Design Services for the Newport Avenue Extension Project-Phase
II CIP No. 7131.
RECOMMENDATION
It is recommended that the City Council approve the Amendment to the Consultant Services
Agreement with Dokken Engineering to provide additional Design Services for the Newport Avenue
Extension Project-Phase II CIP No. 7131, and authorize the Mayor and City Clerk to execute the
Amendment on behalf of the City.
FISCAL IMPACT
The Amendment is a not to exceed amount of $148,785. Sufficient funds are budgeted in this
fiscal year's Capital Improvement Program, CIP No. 7131.
DISCUSSION
The final design of Phase II of the Newport Avenue Extension Project is in the final stages and has
been reviewed by the various approving agencies. As a result of design review comments from
SCRRA/Metrolink, Orange County Flood Control District, Orange County Sanitation District, and
others, design changes are proposed to be made to the plans and specifications. These design
changes include providing a conceptual shoring design for the shoring system supporting the
railroad tracks during construction; raising the proposed railroad bridge over Newport Avenue to
increase vehicular clearance; providing a horizontal railroad track separation of 15 feet when the
proposed railroad bridge is constructed; installing an additional domestic water line in the future
Newport Avenue; modifying the location of the proposed storm water pump station; preparing
overall aesthetic renderings of the project features; and incorporating a video surveillance system
for the underpass.
Based on the additional scope of services outlined above, Dokken has submitted a request for
additional compensation, dated December 4, 2009, in the amount of $148,785. Staff has reviewed
Dokken's request and found it to be fair and reasonable based upon the amount of additional
design services required.

It is therefore, recommended that the City Council approve the Amendment to the Consulting
Services Agreement with Dokken Engineering for the Newport Avenue Extension Project-Phase II
CIP No. 7131. The City Attorney has reviewed the Amendment and has approved it as to form.

Amendment to
Consultant Services Agreement
THIS AMENDMENT to the CONSULTANT SERVICES AGREEMENT ("Amendment"}
made and entered into this day of 2010 by and between the City of
Tustin, a municipal corporation, (hereinafter referred to as "City") and Dokken Engineering, Inc.
(hereinafter referred to as "Consultant").
WITNESSETH:
WHEREAS, City and Consultant entered into the Consultant Services Agreement on July
7, 1998 (the "Agreement") for the necessary engineering services for the Newport Avenue
Extension Project (hereinafter referred to as "Project"); and
WHEREAS, City desires to expand the scope of Consultant's original services to include
additional engineering design services not included in the Agreement dated July 7, 1998.
NOW THEREFORE, City and Consultant agree to amend the Agreement entered into on
July 7, 1998 for Phase II of the project as follows:
Section 1: SCOpg of Consultant's Services, Consultant agrees to furnish to City those
services which have been outlined in Consultant's letter dated December 4, 2009, and included
herein as Exhibit "A".
Section 2: Compensation. Compensation for the proposed services shall not exceed
$148,785.00 as set forth in Exhibit "A" and progress payments will be made as set forth in
Section 3 of the original Agreement.
Section 3: Effect of Amendment. All other terms and conditions of the original agreement
shall remain in full force and effect.
IN WITNESS WHEREOF, this Amendment to the Consultant Services Agreement was
executed by the parties on the day and year first above written.

Request for Additional Design Services
Dear Mr. Kasdan:
The purpose of this letter is to request additional design services be added to the contract between
the City of Tustin and Dokken Engineering for the Newport Avenue Extension Project.
This letter outlines Phase II Engineering work items for which Dokken Engineering is requesting
additional compensation. The requests are associated with design of a new City waterline along the
Newport Avenue Extension alignment, complying with updated design requirements from
Metrolink, relocation of the pump station and preparation of photo renderings of the underpass. The
Metrolink design requests include conceptual shoring design, permanent track relocation plans and
redesign of the underpass with taller substructure for increased vertical clearance. This request from
Metrolink applies a stricter standard to the project than that previously agreed upon since 1999.
Following please find a "Description of Additional Design Services" which details the new work by
item for a total increase budget of $148,785.
Descriptions of Additional Design Services:
Dokken Engineering will complete 100% design and provide plans, specifications and estimate for
the above referenced project in accordance with the July 7, 1998 contract, as previously amended,
and the following additional scope. of work and not-to-exceed budget. The cost for these new items
of work is based on and will be billed at current (2009/10) Dokken Engineering billing rates. A
budget estimate showing the estimated effort for each item is included as Attachment A.
1. Shoring Design and Specifications - Metrolink has required the City of Tustin prepare a
conceptual shoring design for the shoring system supporting their tracks. This will include
shoring along the OCFCD channel on the west side of the project and shoring between the
tracks and underpass construction. The conceptual shoring design will include the following
engineering: 1) an analysis and preliminary member sizing for 4 stages to cover construction
and in-place loading of the shoring system, 2) a global stability analysis, 3) drivability
analysis for sheet piling, 4) loading diagrams and, 5) soil parameters for the design. The
conceptual plan will comply with the requirements of AREMA and Metrolink/SCRRA.
This is not intended to be a complete detailed set of plans, but a conceptual section view
added to the plans indicating use of sheet piles, requirements of beam elements and tie back

concepts. Force calculations and member sizing at the critical location will be computed to
verify the necessary dimensions of the shoring system.
Total: $17,000
2. Revise Underpass Plans to Raise Track Profile -The underpass structure calculations will
be updated to represent the increased column heights and abutments. The bridge structure
plans will be revised for the raised superstructure and increased substructure heights.
Additional grading will be added to the track plans to accomplish the raise. Quantities of
structure excavation, structure backfill, concrete, reinforcing steel will be updated for use in
the Engineer's Estimate.
Total: $21,650
3. Revise Underpass Independent Check Calculations - The previously prepazed
independent check calculations will be updated to account for the taller substructure and
revised superstructure. The updated calculations will be sealed by a Registered Professional
Engineer. Structure details will be checked for conformity with the independent check
calculations.
Total: $11,850
4. Permanent Track Design - Metrolink has required that the project increase the permanent
separation of the two mainline tracks from 14'-1" to 15'-0" throughout the limits of the
shoofly work. Originally, the design intended to return the tracks to their existing location
after the shoofly, which requires no plans to restore the existing tangents. To position the
permanent tracks at 15'-0" requires the preparation of additional track plans with a set of
reversing curves designed to conform to the existing tracks beyond the limits of the project.
Two additional sheets will be prepazed to address the new track design and reversing curves.
These sheets will also be used to present the revised track profile requested by Metrolink.
Total: $11,200
5. Design of New Waterline Under Seal Slab - Dokken Engineering will prepaze the design
of a new City Waterline to follow the alignment of the Newport Avenue Extension. The new
waterline will go under the Santa Ana -Santa Fe Channel and then follow the westbound
lanes under the roadway and seal slab. The design will include the layout, details, quantities,
and specifications for this 1,100 foot waterline segment. Also included is the realignment of
piling under the seal slab to create a clear path for the waterline. The waterline will be
ductile iron pipe in the roadway section and welded steel pipe under the seal slab for 460
feet. A separate cover sheet for the water plans will be added to the plan set.
Total: $22,130
6. Design Pump Station Adjacent to Channel - Dokken Engineering and Stantec Consulting
will perform the necessary design revisions to move the pump station from the southeast
corner of the underpass to the northwest corner of the underpass. This relocation improves
the development potential of the City land adjacent to Newport and Edinger Avenues. The
relocation of the pump station includes the following design activities: 1) site layout
revisions to remove pump station, retaining wall and modify grading at the old site; 2) site
revisions at the new site to modify grading, fencing, drainage ditch, and add a retaining wall;
3} design of a temporary waterline relocation to be used until the new waterline is established
under the seal slab; 4) a geotechnical boring at the new pump station site (as it will be a
major shored excavation below groundwater level; 5) buoyancy force calculation check on
the pump station for revised grading/slope scenario; and 6) changes to 25 sheets that show
the pump station location on them.
Total: $39,635
7. Aesthetic Design -Two aesthetic renderings will be prepared for the project. The first will
depict the underpass, roadway, seal slab walls and exposed channel section in the
background. This will provide an "overall" view of the proposed project features. This view
is too large to use for evaluating aesthetic treatment on the retaining walls, therefore a second
photo rendering is proposed for the retaining walls. This rendering will start with a photo of
the Culver Drive underpass walls.. The photo will be modified to demonstrate a variety of
possible treatments added to that wall for City selection of a preferred treatment.
Total: $11,660
8. Underpass Video Surveillance System - Dokken Engineering will design a Video
Surveillance System (VSS) to discourage vandals and taggers at the underpass. This task
includes coordination with City Public Works, the Police Department and MetroLink on the
type and location of theVSS to be implemented. The task also includes research on the most
effective and cost efficient system, design of the system using the latest applicable standards
and technology, and preparing specifications and cost estimates of the system.
Total: $13,660
Total Request for Additional Design Services: $148,785
Dokken Engineering requests the City authorize these engineering services as we work together
toward the completion of this important project.
