SUBJECT: AWARD OF CONTRACT FOR THE ANNUAL MAJOR PAVEMENT MAINTENANCE
PROJECT CIP NO. 7001 AND THE ANNUAL SIDEWALK REPAIR PROJECT NO.
402-6235
SUMMARY
Bids for the Annual Major Pavement Maintenance Project CIP No. 7001 and the Annual
Sidewalk Repair Project No. 402-6235 have been received and a construction contract
is ready to be awarded to the lowest responsive/responsible bidder.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Annual
Major Pavement Maintenance Project CIP No. 7001 and the Annual Sidewalk Repair
Project No. 402-6235 to PALP, Inc. DBA Excel. Paving Co., the lowest
responsive/responsible bidder, in the amount of $1,016,733.00; and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
The FY 2009-2010 Capital Improvement Program (CIP) Budget provides $1,120,000 for
the Annual Major Pavement Maintenance Project CIP No. 7001 and the Public Works
Department/Engineering Division Operating Budget provides $200,000 for the Annual
Sidewalk Repair Project No. 402-6235. Both projects are part of the City's on-going
Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M funding.
The bid amounts for CIP No. 7001 and Project No. 402-6235 were $856,358.00, and
$160,415.00, respectively, totaling $1,016,773.00.
DISSCUSSION
Formal bids were publicly opened on January 19, 2010 by the City Clerk's office.
Eleven (11) bids were received and the results are summarized as follows in the order
of least dollar amount:

• Hardy & Harper, Inc ............................................................. $ 1,046,000.00
• Sequel Contractors, Inc ....................................................... $ 1,090,047.40

• Imperial Paving Co., Inc ....................................................... $ 1,094,996.17
• Elite Bobcat Service, Inc. (EBS) .......................................... $ 1,100,102.51

It is recommended that the City Council award the contract for the Annual Major
Pavement Maintenance Project CIP No. 7001 and the Annual Sidewalk Repair Project No.
402-6235 to PALP, Inc. DBA Excel Paving Co., the lowest responsive/responsible bidder.
The references and the State Contractor's License for PALP, Inc. DBA Excel Paving
Co. have been checked and are appropriate for the subject project. Their bid is
approximately 10% below the engineer's estimate of $1,130,951.
