RDA 89-11 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, AUTHORIZING INSTALLATION OF SIX STORAGE SILOS AND A CHILLED WATER SYSTEM, AND CONSTRUCTION OF A 27 FOOT TALL ENCLOSURE AROUND THE SILOS AND COOLING SYSTEM, AT AN EXISTING INDUSTRIAL BUILDING LOCATED AT 1301 SANTA FE DRIVE (DESIGN REVIEW 89-07) The Community Redevelopment Agency of the City of Tusttn resolves as follows: I. The Community Redevelopment Agency finds and determines as follows: Pursuant to the adopted South/Central Redevelopment Plan, the Redevelopment Agency shall approve all site plans and architectural designs of any project proposed within the Redevelopment Agency Project Area. A proper application, (Design Review 89-07) has been filed on behalf of Durabag Company, Inc., requesting authorization to construct six, 24 foot tall storage silos, a chilled water system and a 27 foot tall enclosure for same at an existing industrial building located at 1301 Santa Fe Drive. The Agency has reviewed the proposed project and determines that the project will be compatible with the surrounding area. De This project is Categorically Exempt pursuant to Section 15301e.2 (Class 1) of the California Environmental Quality Act. Final development plans shall require approval of the Community Development Department Fire Department and Public Works Department prior to issuance of Building Permits. F. The project is in conformance with the South/Central Redevelopment Plan. II. The Community Redevelopment Agency of the City of Tustin, California, hereby approves the site plan and elevations for six, 24 foot tall storage silos, a chilled water system and a 27 foot tall enclosure for same at an existing industrial building located at 1301 Santa Fe Drive subject to the conditions contained in the attached Exhibit A. Kennedy ' Chat rman Mary E.~. n ~~ Secretaryv EXHIBIT A CONDITIONS OF APPROVAL DESIGN REVIEW 89-07 Resolution No. RDA 89-11 (1) (1) (1) (1) GENERAL 1.1 The proposed project shall be in substantial conformance with the submitted plans for the project date stamped February 24 and March 8, 1989 on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development in accordance with this Exhibit. 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project, subject to review and approval by the Community Development Department. 1.3 Design review approval shall become null and void unless building permits are issued within eighteen (18) months of the date of this Exhibit. 1.4 Any damaged public improvements adjacent to this development shall be repaired and/or replaced as determined by the Engineering Division and shall include, but not be limited to, curb and gutter, street paving, and drive apron. (3) (3) 2.2 SIll~ AND BUILDING CONDITIONS 2.1 A minimum of 70 parking spaces shall be provided and maintained, based upon the following floor area breakdowns: a. Office b. Manufacturing c. Warehouse 2,433 square feet 17,834 square feet 28,796 square feet Any future alterations to these floor areas shall require prior review and approval by the Community Development Department. A maximum of 14 compact parking spaces is permitted. Delete the two (2) stalls at the north end of the parking row adjacent to the west elevation of the building, and add the necessary width to four {4) of the 17 compact spaces shown at this location on the plans, thereby meeting the minimum standard stall width of nine {9) feet. (3) 2.3 The six (6) silos shall not exceed the height of the existing building. Note on plans that this area ts not habitable floor area. The false wall at the cupola shall be extended a total of 40 feet from the cupola itself and shall wrap around to fully enclose said cupola. The cupola and false wall shall not exceed 10 feet in height above the existing roof and shall be finished and painted to match the existing building. The canopy over the loading dock shall be painted to match the building. All equipment associated with the proposed use shall be insulated so that all operations associated with this use shall not exceed a maximum noise level-~ 70 dB(A) (measured at property line) at any time; as specified by Section 4614(a) of the Tustin City Code. Landscaping plans shall be provided, as necessary, for those areas proposed to be altered to accommodate additional parking. FIRE DEPARTMENT (4) 3.1 Show fire department access within 150 feet of all portions of exterior of building. BUILDING OI¥ISIOM (2) 4.1 List all chemicals and their quantities to be used on the subject property. PUBLIC WORKS/ENGINEERING DEPARTMENT (4) 5.1 A minimum five (5) foot wide sidewalk (clear of all above ground utilities) is required on the Woodlawn and Santa Fe Drive frontages. Improvement plans for such shall be prepared on a separate sheet and be submitted to the Public Works Department for review and approval. (1) (2) (4) FEES 6.1 Prior to issuance of any building permits, payment shall be made of all required fees, as applicable only where habitable floor area is being added which may include: A. Sanitary sewer connection fees to Orange County Sanitation District. Exhibit A Resolution No. RDA 89-11 Page three De New development fees to the Community Development Department. Grading, Building, Electrical, and Mechanical permit fees to the Community Development Department. School facilities fees to the Tustin Unified School District. Circulation and Transportation improvement fees for the Pacific Center East Specific Plan area in the amount of $2.60 per sq. ft. of office space, $1.80 per sq. ft. of R & D space and $1.00 per sq. ft. of Industrial space.
