RDA 87-16 A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR CARPETING IN THE CIVIC CENTER COMPLEX AND DIRECTING THE SECRETARY TO ADVERTISE FOR BIDS WHEREAS, it is the intention of the Redevelopment Agency of the City of Tustin, California to purchase and install carpeting throughout the buildings in the Civic Center Complex, exclusive of the Clifton C. Miller Community Center, and; WHEREAS, the City Manager has presented plans and specifications for said work; NOW, THEREFORE BE IT RESOLVED that the plans and specifications presented by the City Manager be and are hereby approved as the plans and specifications for: CARPETING IN THE CIVIC CENTER COMPLEX BE IT FURTHER RESOLVED that the Secretary is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the following words and figures to-wit: "NOTICE TO CONTRACTORS" SEALED PROPOSALS will be received at the office of the Tustin Community Redevelopment Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, until 10:00 a.m. on the 17th day of November~ 1987, at which time they will be publicly opened and read for performing work as follows: CARPETING IN THE CIVIC CENTER COMPLEX Bids are required for the entire work described herein: l 2 3 4 7 8 10 11 12 13 1,t 15 16 17 18 10 20 9.1 9.7 28 Resolution No. RDA 87-16 Page two SCHEDULE OF WORK ITEMS All work shall be constructed in accordance with these specifications and the provisions of the "Standard Specifications" of the State of California and the "Uniform Building Code." Remove old and install new Cambray glue down carpet "Mariner" #2903 (or equal) through the City Hall and Police Department (including the lunch room), approximately 2100 square yards. Areas not to be covered with carpet are: the Clifton C. Miller Community Center and the City Manager's offices. The carpet for the Council Chambers and attached Conference Room will be Cambray glue down carpet (Tyrol ia" #3925 (or equal). 2. Patch existing floor as required to obtain a level surface ready to receive the new carpet. e Installation of carpet shall be done during non-business hours. The intention is to have the least amount of disruption to functions of the City; i.e., work to be done in the public area shall be started and finished prior to the opening for business day. The carpet in the Council Chambers and attached Conference Room can be laid during the normal working day, provided there is no other scheduled use of the facility by the Ci ry. The manufacturer shall submit a delivery date for the carpet with the bid package. The contractor shall submit a schedule for the completion of the carpet installation and a seam plan with this bid package. Seams in the corridor areas shall be made at the ends of the hallways, not in front of high traffic doorways. Floor carpet covering is required over the fronts and returns of the following counters: 31'-6" x 42" In core hallway between Finance & Personnel 41' x 42" In Community Services 7' x 42" In Engineering 7' x 42" In Planning The contractor shall be responsible for the removal and replacement of all furniture and fixtures, which now reside on car pet. 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 Resolution No. RDA 87-16 Page three 10. 11. 12. 13. The City forces shall be responsible for removing and replacing the telephone communications in the Police Department dispatch area and computer systems. The contractor shall coordinate via written schedule, indicating the time and date when these services will be required. Should the contractor fail to follow his own written schedule and those City forces are rescheduled, the contractor shall reimburse the City for those funds expended. In the area of the Council Chambers and the squad room the carpet contractor shall cut the carpet and locate all the screw holds, by using 1/8" wood dowels placed in the screw holes. Replace all flat base with cove base. Replace the skirt base at the steps in the Council Chambers. The following are the room areas by name which are to receive carpet: Police Department (approximately 670 square yards) Cambray "Mariner" #2903 (or equal): Lobby, Crime Prevention, Chief's Office, Chief's Secretary, Records Open Office, Duplication, Watch Commander, Records Supervisor, Briefing, Mens' Locker, Property, Special Investigation, Ladies Locker Room, Investigation-CAP, Investigation Lieutenant, Investigation Clerk, CAP Office, Conference, Juvenile, Investigation Captain, Operations Captain, Administration Secretary, Personnel #1, Personnel #2, Traffic, Womens' Locker, Reading Room, Shredding Room. City Hall (approximately 1,130 square yards) Cambray "Mariner #2093 (or equal): Public core hallways, Personnel Department, Director's Office, Finance Department, Finance Director's Office, Assistant Finance Director Office, Engineering Department, City Engineer's Office, Engineering hall, Engineering Office #1, Engineering Office #2, Engineering Office #3, Engineering Office #4, Engineering Services Manager Office, Public Works Inspectors Office, Plan Storage, Building Inspector Area, Senior Planner Office #1, Director's Office, Senior Planner Office #2, Building Official Office, Associate Planner Office, Community Development Department, Community Devel opmen t Coffee Room, Communtty Servi ce Department, Superintendent Office, City Clerk Department, City Clerk Office, Library, Vault, Lunch, Vestibule & Cot. 2 3 4 5 6 7 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 Resolution No. RDA 87-16 Page four Council Chambers (approximately 250 square yards) Cambray "Tyrolta" #3925 (or equal): Council Chamber area and connecting Conference Room. The Tustln Community Redevelopment Agency reserves the right to reject any or all bids and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. All work to be done under the direct supervisor of the City Manager, City of Tustin. All work to be paid for at the unit prices from appropriated monies. THe Tustin Community Redevelopment Agency has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the Agency Secretary. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
