A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR TRAFFIC SIGNAL IMPROVEMENTS AT THE
INTERSECTION OF EL CAMINO REAL AND SIXTH STREET

7 WHEREAS, it is the intention of the Redevelopment Agency of the City of
Tustin, California to construct certain traffic signal improvements, and;

WHEREAS, the City Engineer has presented plans and specifications for
9 the construction of said work;

NfP; THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby a .pproved as the plans and
specifications for:

14 BE IT M3RTHER RESOLVED that the Secretary is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
15 proposals for the doing of the work specified in the aforesaid plans and
specifications which said advertisement shall be substantially in the
18 following, words and figures to-wit:

18 SEALED PROPOSALS will be received at the office of the Tustin
C~.~.,unity Redevelopment Agency. Secretary, Tustin City Hall, 300 Centennial
19 Way, Tustin, California, until 9:00 A.M. on the 27th day of April, 1982, at
which time they will be publicly opened and read, for performing work as

1 The foregoing quantities are approximate only being given as a basis
for the comparison of bids, and the Tustin Co~nunity Redevelopment Agency
2 does not, expressly or by implication, agree that the actual amount of
w~rk will correspond therewith, but reserves the right to increase or
3' decrease the amount of any class or portion of the w~rk or to cmit
i portions of the ~ork as may be deemed necessary or advisable by the
4 !Engineer.
Plans, specifications and proposal forms to be used for bidding on this
project can only be obtained by prospective bidders at the office of the
Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin,
California, 92680, upon payment of $10.00 per set, which amount shall be
non-refundable.

Plans and specifications will only be mailed out upon payment of
9 $15.00 per set, which amount shall be non-refundable.
10 In conformance with Section 37931 of the Government Code, all bids
shall be presented under sealed cover on the proposal form provided and
11 accompanied by one of the following forms of bidder's security:

a. Cash
b. Cashier's check made payable to the Tustin Conmunity
Redevelopment Agency.
c. Certified check made payable to the Tustin Co~unity
Redevelopment Agency.
d. Bidder's bond executed by an accredited surety insurer, made
payable to the Tustin Co~unity Redevelopment Agency.
16 The security shall be in an ~mount equal to at least ten percent
(10%) of the amount of the bid. A bid shall not be considered unless one
17. of the forms of bidder's security is enclosed therewith.
18 A Security Bond for payment of labor and materials will be required
in the amount of fifty percent (50%) of the estimated total contract price
19 and a Faithful Performance Bond in the amount of one hundred percent
~. (100%) of the estimated total contract price in the form attached to the
20i contract documents. Said bonds shall be issued by a Surety Company rated
~ Grade A or better and Class IX or better by the latest edition of Best's
21 Key_ Rating Guide.
22 I The Tustin Cu~.~-.~nity Redevelopment Agency reserves the right to
'reject any or all bids, and/or waive any informality on a bid. No bidder
23 maY withdraw his bid for a period of thirty (30) days after the date set
for the opening thereof.

The contract will be awarded to the lowest qualified bidder.

Provisions of the State Contract Act are not applicable, and
28 prospective bidders will not be required to be prequalified.

Ail work to be done under the direct supervision of the City
Engineer, City of Tustin.
Ail w~rk to be paid for at the unit prices bid fro~ appropriated
monies.

The Tustin Cu,,,,,unity Redevelopment Agency has obtained frcm the Director
of Industrial Relations the general prevailing rate of per diem wages and
the general prevailing rate for legal holiday and overtime w~rk in the
locality in which the work is to be performed for each craft or type of
work needed and a copy of the same is o~ file in the office of the Agency
Secretary.
Not less than said prevailing rates shall be paid to workers employed on
this public works oontract as required by Labor Code Sections 1771 and 1774
of the State of California.
PASSED AND ADOPTED by the Tustin C~;m-,dnity Redevelopment Agency of the
City of Tustin, California, this 5th day of April, 1982.
