HUSTON, CITY MANAGER FROM: CHRISTINE SHINGLETON, ASSISTANT CITY MANAGER BEVERLEY WHITE, CHIEF DEPUTY CITY CLERK SUBJECT: PURCHASING PROGRAM - U.S. COMMUNITIES SUMMARY On March 1, 2002, the CMAS (California Multiple Awards Schedule) purchasing program expired and will not be renewed. The CMAS program provided Steelcase furniture products at a discounted rate to public agencies. The new proposed program, U.S. Communities, will make available the same purchasing opportunities of Steelcase products at a discounted rate and through more distributors. RECOMMENDATION Adopt Resolution No. 02-28, approving participation in the County of Orange Cooperative Purchasing Program utilizing the U.S. Communities program. FISCAL IMPACT None. BACKGROUND The City has been using the CMAS program to purchase Steelcase furniture products at a discounted rate. Due to the CMAS program's expiration on March 1, 2002, staff met with a representative of Steelcase and Laura McCants, the City's design consultant, to discuss the new program, U.S. Communities. The U. S. Communities program will provide Steelcase furniture products in the same manner as the CMAS program, but through a variety of distributors; contains a contract pricing list; and a simplified labor cost billing system. The County of Orange has an agreement with U.S. Communities which will allow the City, once authorized by the City Council, to partake in this new purchasing program as stated in Section 1624c of the City's purchasing policy: "VVhen in the opinion of the purchasing agent, supplies, materials or equipment can be more efficiently or more cheaply obtained if acquired on behalf of the City by the State Department of General Services or through the County of Orange Cooperative Purchasing Program, the purchasing agent shall so advise the City Council. Acquisition of any such supplies, materials or equipment by the State Department of General Services or through the County of Orange Cooperative Purchasing Program may be authorized by resolution of the City Council." Resolution No. 02-28 would approve participation in the U.S. Communities program through the County of Orange's participation in the Cooperative Purchasing Program. ,Attachment- Resolution No. 02-28 b.cm.u.s.communities RESOLUTION NO. 02-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PARTICIPATION IN THE COUNTY OF ORANGE COOPERATIVE PURCHASING PROGRAM UTILIZING THE U.S. COMMUNITIES PROGRAM I. The City Council Of The City Of Tustin does hereby resolve as follows: Ao Bo Do The CMAS (California Multiple Awards Schedule) Cooperative Purchasing Program to purchase Steelcase furniture products the City of Tustin has utilized in the past, expired on March 1,2002, and will not be renewed. The U.S. Communities purchasing program offers Steelcase furniture products and equipment at a discounted price to participating jurisdictions. The City of Tustin's purchasing ordinance permits the City to purchase supplies, materials or equipment when they can be more efficiently or more cheaply acquired through the County of Orange Cooperative Purchasing Program. The County of Orange has signed a participation agreement with U.S. Communities which would allow the City of Tustin to partake in the new purchasing program as stated in Section 1624c of the City's purchasing policy. II. The City of Tustin is authorized to participate in the purchase of Steelcase furniture products and equipment offered by U.S. Communities through the County of Orange's Cooperative Purchasing Program.
