SUBJECT: SET A PUBLIC HEARING FOR JUNE 15, 2010 PURSUANT TO THE
REQUIREMENTS OF PROPOSITION 218 TO CONSIDER THE
ESTABLISHMENT OF NEW WATER RATES
SUMMARY
Staff has developed a new water rate structure to meet ongoing operation, maintenance, and long
term capital facility improvements and is requesting the City Council to set a public hearing for
June 15, 2010 at 7:00 pm to consider the new water rates.
RECOMMENDATION
It is recommended that the City Council set a public hearing for June 15, 2010 at 7:00 pm and
approve the mailing of the public hearing notice.
FISCAL IMPACT
Adequate funds are budgeted in the Water Operating Budget to mail the public notices. The
proposed rates are intended to generate the necessary revenue for operations, maintenance, and
long term capital infrastructure improvements. These funds are separate from the General Fund.
DISCUSSION
A new water rate structure has been developed by staff to ensure all ongoing water fund
obligations and capital improvement for water supply, system redundancy and reliability, are
properly funded.
Proposition 218 requires that the City conduct a public protest hearing to consider the new water
rates and provide a notice to all property owners at least 45 days prior to the hearing date. Staff
will prepare a notice that includes the proposed rate, reasons for the rate increase, information on
the public hearing and instructions for those who wish to protest the rate increase.
