STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZE THE SOLICITATION OF BIDS FOR THE REPLACEMENT OF A STREET SWEEPER SUMMARY Supplemental appropriations have been approved by City Council to purchase an alternative fuel street sweeper. Staff is now prepared to solicit bids and is requesting authorization to advertise. RECOMMENDATION It is recommended that the City Council authorize the solicitation of bids for an alternative fuel street sweeper and direct the City Clerk to advertise the request for bids. FISCAL IMPACT Adequate funds for the purchase of a new alternative fuel street sweeper have been appropriated this fiscal year in the Equipment Replacement Fund (Fund 84) and the SCAQMD Fund (Fund 03) in the amount of $176,000 and $169,000, respectively. BACKGROUND/DISCUSSION On April 6th, the City Council approved the project funding for the Motor Vehicle Registration Subvention Funds (AB 2766) Program, which included the replacement of an existing street sweeper with a new alternative fuel street sweeper. Additionally, City Council approved the supplemental appropriations of $176,000 from the Equipment Replacement Fund (Fund 84) and $169,000 from the South Coast Air Quality Management District [SCAQMD] (Fund 03) to fund the purchase. The Public Works Department, Field Services Division, was scheduled to replace an eight year old street sweeper in Fiscal Year 2010/11. However, this street sweeper was originally scheduled to be replaced in FY 08/09. Alternatively, staff refurbished the existing sweeper in FY 07/08 with the intent to extend the useful life 2-3 years. The existing sweeper is at the end of its useful life. The net savings from delaying the replacement to the current fiscal year was approximately $45,000. The estimated purchase of the new alternative fuel broom street sweeper is $345,000. With the purchase of this new sweeper, our entire sweeper fleet will be fully compliant with SCAQMD Rule 1186.1 and poyver by alternative fuel. ( ~~ U~l~~ --- S.
