SUBJECT: CITY MANAGER RECRUITMENT
RECOMMENDATION
That the City Council authorize the Director of Human Resources to solicit proposals from
three firms specializing in public sector executive recruitment. It is also recommended that
the City Council appoint two council members to serve as a committee to coordinate with
the Director of Human Resources and the recruitment firm during the duration of the
recruitment process.
BACKGROUND
I have informed the City Council that I will be retiring effective July 17, 2010. The most
effective way to recruit and appoint a City Manager is through use of a recruitment firm
that specializes in assisting public agencies. Typically a recruitment firm will work with the
City Council in formulating a profile for desirable candidates (education, professional
credentials, experience, areas of management expertise, etc.), administer solicitation and
screening of applications, recommend a group of finalists to be interviewed by the City
Council and conduct background checks. Appointment of a city council committee to
coordinate with the Director of Human Resources and recruitment firm on administrative
details can help expedite the recruitment process. Another way to ensure a timely
recruitment process is to delegate to the committee the task of recommending to the City
Council which recruitment firm should be retained.
The cost and schedule for the recruitment process would be set once proposals are
received and a recruitment firm is selected.
