STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO AWARD CONTRACT FOR THE REPAIR OF VANDENBERG WELL SUMMARY The Vandenberg Well recently experienced a mechanical failure. A detailed inspection determined that the well pump, shaft and column pipe need to be replaced to make the well operable. Competitive bids were solicited and received from qualified contractors and the contract is now ready to be awarded to the lowest responsive/responsible bidder. RECOMMENDATION It is recommended that the City Council award the contract to the lowest responsive/responsible bid submitted by General Pump Company and authorize the Director of Public Works/City Engineer to expend a total of $103,000 for necessary repairs. FISCAL IMPACT Sufficient funds are available and budgeted in the FY 2009/10 Water Division Operating Budget to compensate for this expense. Additionally, this repair expense may be partially reimbursed to the City through the submittal of a claim to the City's insurance carrier for mechanical equipment failure. DISCUSSION/BACKGROUND Vandenberg Well recently experienced an unexpected mechanical failure. The well was drilled in March 1993 at a depth of 920 feet and equipped in 1995 to produce 1,500 gallons per minute (gpm) of groundwater. It is an important groundwater producer for the western part of the City. Upon pulling the pump and inspecting it for damage, it was discovered that the pump had proceeded to seize during operation, most likely the result of normal wear and tear. The scope of work needed to repair the damage incurred at Vandenberg includes installation of a new pump, pump bearings, pump shaft and column piping. In addition, the well will be scrubbed and bailed to well bottom. The well and all equipment shall be disinfected with chlorine and motor reinstalled, tested and returned to operation. Competitive bids were solicited from qualified contractors to make the necessary replacements and repairs. A total of four (4) bids were received and tabulated below in the order of the least dollar amount: • General Pump Company ..............................................................................$103,000 • Palm Springs Pump & Drilling ......................................................................$113,741 • Zim Industries, dba Bakersfield Well & Pump Co .........................................$129,546 • Best Drilling & Pump Co ...............................................................................$135,421 Authorization to Repair Vandenberg Well May 18, 2010 Page 2 All groundwater wells assist in the City's ability to adequately meet the operational, emergency and fire flow requirements of the water service area. When any one well is off-line, the City must compensate the ongoing water demand by purchasing more expensive imported water through East Orange County Water District at approximately twice the cost it takes to pump groundwater. In addition, with imported water being more restricted, it is imperative that the City maintain and fully maximize its ability to deliver water from its own groundwater supply allocation. It is recommended that the City Council award the contract for the repair of Vandenberg Well to General Pump Company, the lowest responsive/responsible bidder. General Pump Company has extensive working knowledge and is familiar with the set up of our wells and will allow us to return the well to service in the most efficient time frame. S. Stack, P.E.
