STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE PROSPECT AVENUE AND BENETA/AMAGANSET WAY TRAFFIC SIGNAL CIP NO. 4077 SUMMARY The plans and specifications for the Installation of a Traffic Signal at Prospect Avenue and Beneta/Amaganset Way CIP No. 4077 have been prepared and the project is now ready to be bid. Construction of the project is primarily funded with state legislated Safe Routes to School (SR2S) funds. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 10-02 to approve the plans and specifications for the Installation of a Traffic Signal at Prospect Avenue and Beneta/Amaganset Way CIP No. 4077; and authorize the City Clerk to advertise for bids. FISCAL IMPACT The Fiscal Year 2009-2010 Capital Improvement Program Budget provides a total of $303,050 for the project. The SR2S program is providing $254,045 to pay for ninety percent of the traffic signal construction cost. The City is utilizing $49,005 of Measure "M" Turnback funds to fund the City's ten percent share of construction cost. DISCUSSION The California Department of Transportation (Caltrans) has approved funding in the amount of $254,045 for a traffic signal at the intersection of Prospect Avenue and Beneta Way/Amaganset Way under Cycle 8 of the state legislated Safe Routes to School Program. On March 26, 2010 Caltrans allocated funds and authorized the City to bid the project. Plans and specifications have been prepared and the project is now ready to be bid. A traffic signal at this location will provide the assignment of right-of-way to pedestrians, bicycles and vehicles taking access to the intersection. It will be particularly effective during school hours, as it will serve students from both Helen Estock Elementary School and Columbus Tustin Middle School. As part of the project, the existing curb ramps will be upgraded to meet current Americans with Disabilities Act (ADA) Requirements. A Notice of Exemption for the subject project will be recorded with the County of Orange following City Council approval of the plans. Stack, P.E. NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Traffic Signal Installation at Prospect Avenue and Beneta Way/Amaganset Way CIP No. 4077 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, held on the 18th day of May 2010.
