TUSTIN PLANNING COMMISSION
APRIL 13, 2010

CONSENT CALENDAR
Approved 1. APPROVAL OF MINUTES - MARCH 23, 2010,
PLANNING COMMISSION MEETING.
It was moved by Thompson, seconded by Puckett, to approve
the Consent Calendar. Motion carried 5-0.
PUBLIC HEARINGS
Continued to the 2. CONTINUED CONDITIONAL USE PERMIT 09-036 AND
May 11, 2010, DESIGN REVIEW 09-042 A REQUEST TO MODIFY AN
Planning EXISTING MAJOR WIRELESS FACILITY BY
Commission REPLACING FOUR (4) PANEL ANTENNAS AND
meeting ADDING THREE (3) NEW DISH ANTENNAS, ONE (1)
NEW GPS ANTENNA, AND ONE (1) NEW
EQUIPMENT RACK, INSTALLING ADDITIONAL PALM
FRONDS, AND INSTALLING A PAINTED
CYLINDRICAL ALUMINUM SHROUD AROUND THE
EXISTING PALM TRUNK. THIS PROJECT IS
LOCATED AT 550 WEST SIXTH STREET IN THE
PLANNED INDUSTRIAL (PM) ZONING DISTRICT.
RECOMMENDATION:
That the Planning Commission adopt Resolution No.
4145 denying Conditional Use Permit 09-036 and
Design Review 09-042.

Chair Pro Tem Thompson recused himself due to owning
property within 300 feet of the project.
Huffer Presented the staff report.
The Public Hearing opened at 7:13 p.m.
Celly Adamo, representing Sprint/Nextel, provided new material
and information and asked that the Planning Commission not
deny the proposal.
Planning Commission discussion ensued.
The Public Hearing closed at 7:38 p.m.
It was the consensus of the Commissioners that the item be
continued at least two weeks.
The Director indicated that a 30-day continuance would allow the
applicant to present a revised plan and staff to prepare a
resolution for Planning Commission consideration.
It was moved by Puckett, seconded by Kasalek, to continue this
item to the May 11, 2010, Planning Commission meeting.
Motion carried 4-0.
Chair Pro Tem Thompson returned to the dais.

STAFF CONCERNS
3. REPORT OF ACTIONS TAKEN AT APRIL 6, 2010, CITY
COUNCIL MEETING.
The Director indicated she would be happy to answer any
questions the Commissioners may have regarding the above
City Council meeting.
COMMISSION CONCERNS
Kasalek Attended the Easter Egg Hunt and was amazed by the
thousands of children mob each other running to find eggs;
congratulations to Erin Nielsen and the Tustin Community
Foundation and City staff for putting on such a great event;
attended the Water Inspection Tour which was extremely

interesting and informative, visiting both the Riverside and
Laverne facilities;
• Reminded everyone that the Tustin Conservancy dinner
takes place this Monday, April 19;
• Stated the Tustin High Dance Team will have a presentation
in the next few weeks; the daughter of Mayor Pro Tem
Nielsen, Kierstie, is one of the coaches and does a
phenomenal job with the team.
Kozak Welcomed Mayor Pro Tem Nielsen to the meeting;
• Congratulated Erin Nielsen for her wonderful job at the 41St
Annual Easter Egg Hunt and Breakfast; he volunteered at
this great event;
• Mentioned the Tustin Conservancy dinner on the 19tH;
• Stated that the Transportation Corridor Agencies have
announced the habitat tours coming up; this information may
be found at the TCA website;
• Thanked staff for their work.
Puckett Congratulated Erin Nielsen on her wonderful job with the
Tustin Community Foundation Pancake Breakfast; last year
500 breakfasts were served; the Foundation prepared for
1,000 this year and served approximately 750;
• Noted that the Water Tour was excellent; one of the sites
was the Frank Weymouth Water Treatment Facility in
Laverne that looks like a castle; it was the building featured
in Police Academy that was the police headquarters;
• Stated that the volunteer recognition luncheon is scheduled
for late April at Wilcox Manor; Erin Nielsen is also in charge
of this event.
Thompson Enjoyed the Easter Egg Hunt and Breakfast which he
attended with his son and "Junior Planning Commissioner,"
Luke Thompson, and his nephew;
• Attended the Tustin City Council meeting last week and gave
a presentation on the OCTA CAC; attended Orange County
Business Council's Infrastructure Committee where report
cards were presented for the County's infrastructure which
was ranked as a C+; this is an improvement from previous
years;
• Noted he will not only be attending the Preservation Awards
Banquet, but will also be part of the dinner entertainment;
• Indicated his home will be included on the Tustin Home Tour
May 1St;

Thompson continued Recommended the TCA native habitat tours mentioned by
Commissioner Kozak; attendance is limited to 30 people per
tour; encouraged everyone to sign up early.
• Read from the Los Angeles Times regarding California's
ongoing water crisis.
Murray Attended the Vector Control Budget and Finance Committee
meeting March 25th; was Principal-for-a-Day at Pioneer
School March 26t" and that evening attended the Pioneer
fundraiser; March 27t" attended the Grand Opening of the
new GOP headquarters in Tustin; April 3rd enjoyed the
Easter Egg Hunt; April 5t" attended an emergency meeting
of the Orange County Vector Control District to address
personnel issues; April 6t" gave a presentation to the City
Council; April 8t" attended the Orange County Leadership
Symposium at the Costa Mesa Hilton; April 13t" gave a
presentation at the Tustin Lions regarding Tustin's Planning
Commission;
• Reminded everyone that the Tustin Police Department will
be holding a fundraiser for the Special Olympics at the Red
Robin in the Market Place;
• Asked that this evening's meeting be adjourned in honor of
Thomas Kelly who passed away last week.
It was moved by Thompson, seconded by Puckett, to adjourn in
honor of Mr. Kelly. Motion carried 5-0.
