A PLANNING COMMISSION STUDY SESSION REGARDING GENERAL PLAN
AMENDMENT 01-001 WAS HELD IN THE COUNCIL CHAMBER AT 6:00 P.M. TO
STUDY ALTERNATIVE CHANGES IN THE GENERAL PLAN LAND USE
DESIGNATIONS OF THE PROPERTIES LOCATED AT 1182 AND 1200 WASS

CONSENT CALENDAR
Minutes of October 8, 2001, Planning Commission
meeting.
DESIGN REVIEW 01-014 A REQUEST FOR
AUTHORIZATION TO ESTABLISH A MINOR ROOF-
MOUNTED WIRELESS FACILITY. THIS PROJECT IS
LOCATED AT 730 EL CAMINO REAL IN THE CENTRAL
COMMERCIAL AND PARKING OVERLAY DISTRICT (C-
2P) ZONING DISTRICT.
Recommendation:
That the Planning Commission adopt Resolution No. 3810
approving Design Review 01-014.
It was moved by Davert, seconded by Jennings, to approve
the Consent Calendar. Motion carried 5-0.
PUBLIC HEARINGS
CONDITIONAL USE PERMIT 01-004 A REQUEST FOR
AUTHORIZATION TO ESTABLISH A RELIGIOUS
FACILITY FOR SIXTY (60) PERSONS AT 2681 DOW
AVENUE, SUITE C-2, WITHIN THE PLANNED
COMMUNITY INDUSTRIAL (PC-IND) ZONING
DISTRICT.

Recommendation:
That the Planning Commission continue Conditional Use
Permit 01-004 to the December 10, 2001, Planning
Commission meeting.
It was moved by Kozak, seconded by Davert, to continue
this item to the December 10, 2001, Planning Commission
meeting. Motion carried 5-0.
GENERAL PLAN AMENDMENT 01-001 TO CHANGE
THE GENERAL PLAN LAND USE DESIGNATION OF
THE PROPERTIES LOCATED AT 1182 AND 1200
WASS STREET, 12881, 12901, 12882, AND 12884
ELIZABETH WAY FROM LOW DENSITY RESIDENTIAL
WHICH ALLOWS UP TO SEVEN (7) DWELLING UNITS
PER ACRE TO MEDIUM DENSITY RESIDENTIAL
WHICH ALLOWS UP TO FIFTEEN (15) DWELLING
UNITS PER ACRE AND THE PROPERTY LOCATED AT
12888 ELIZABETH WAY FROM PLANNED COMMUNITY
COMMERCIAL/BUSINESS TO MEDIUM DENSITY
RESIDENTIAL. THESE PROPERTIES ARE LOCATED
WITHIN THE R-4 ZONING DISTRICT.
Recommendation:
That the Planning Commission continue General Plan
Amendment No. 01-001 to the January 14, 2002, Planning
Commission meeting.
It was moved by Davert, seconded by Kozak, to continue
this item to the January 14, 2002, Planning Commission
meeting. Motion carried 5-0.
REGULAR BUSINESS - None
Report on Actions taken at the October 15 and November
5, 2001, City Council meetings.
STAFF CONCERNS
The City Council continued Ordinance No. 1232 regarding
Aboveground Utility Facilities to the November 19, 2001,
City Council meeting; staff met with the utility providers and
reached agreement on most of the issues.
The appeal of the Planning Commission denial of the use
determination for the Carfax properties related to boarding
houses will probably be withdrawn from the City Council
agenda and will be agendized for the Planning
Commission's consideration because a new application is
almost complete.
The City Council had the first reading of the code
amendment related to sign removal and cost recovery on
November 5; the second reading will be take place at the
November 19 meeting when the resolution establishing the
associated fees will also be considered.
The Final Tract Map for the Tustin Ranch Estates was
approved.

The City Council has been considering parking limitations
within the public right-of-way; staff will keep the Planning
Commission informed as the City goes through the
analytical process.
The Tustin Police Department took forward a code
amendment related to wide vehicles within the public right-
of-way; the California Vehicle Code allows vehicles to be
stored in the right-of-way for 72 hours; the Police
Department has instituted a distance restriction in terms of
vehicles being moved short distances.

Asked if that would include moving a vehicle across the
street.
Director
Responded affirmatively, as long as the distance fits the
distance restriction.
Noted that the second Planning Commission meetings for
November and December may be dark; staff will determine
the urgency of any applications and will not create any
hardship for applicants; if necessary, a meeting will be
scheduled for one of those dates.
Davert
Stated that, if necessary, the November date would be
preferable; the other commissioners agreed.
Director
Stated that it is normally prudent to hold applications until
January due to various holiday conflicts for everyone,
including the applicant and members of the public.
Holland
Pointed out that the City Attomey's office prepared for the
Planning Commissioners and provided at tonight's meeting
a memorandum relating to religious land use.
COMMISSION CONCERNS
Jennings
Stated the Dino Dash was a success; despite the rain, there
were more runners than last year; and, added her
appreciation for the help provided by the City and the Police
Department.
Offered her best wishes to Councilman Doyle.
Asked if there is any schedule for the shops that were
burned next to Vons.
Director
Answered that the understanding is that the cleaners will
return to their location; staff is not sure about the Beauty
Supply and Draper's and Damon's because those
businesses are happy where they are.
Peterson
The work stopped for a short time because the insurance
would not pay for the redesign; what was there previously
will be reconstructed.
Jennings
Asked if the certified Local Government Grant mentioned in
the City Council agenda is the one we are currently
operating under or a new one.
Director
Stated the City is attempting to get an additional $10,000 to
cover the costs required to finish the survey.

Stated the Police Department did a wonderful job keeping
things under control at the Dino Dash which earned a lot of
money for the schools.
Asked if there is progress at 535 Main Street.
Stated that project is moving along slowly; the Building
Code is very liberal regarding what must be done to keep a
permit active; on some discretionary projects, phasing has
been included which is more restrictive than the Building
Code; when 535 Main Street went forward, phasing was not
included; the only timeframe inclusion is that the retail
facility be constructed and finaled prior to the carwash being
finaled.
Stated the Planning Officials Forum on October 11th was
informative and professional; the code enforcement session
was especially interesting; the Director indicated after the
session that the City is already doing more than was
suggested in the session; the Commissioners should attend
if the Forum is held again next year.
Thanked staff for the Study Session and the members of
the public for their comments.
Stated his enjoyment of the Veterans Day Parade.
Wished everyone a Happy Thanksgiving.
Noted that the monument sign at Endede Square is up and
is a big improvement over the three signs it replaced; this
result was well worth the effort expended by staff and the
Planning Commission.
Asked if there is a new application at the Y2K Restaurant
location; there have been painting and other activities at the
site.
Answered that staff is not aware of any but will investigate.
Stated the patio store on El Camino Real and Red Hill has
closed; noticed that broker signs are up on the property;
and, asked if there is something going on.
Stated there is an approved project for a retail facility; one of
the anchors is Starbuck's.
Added that the site will be a mix of retail uses on the first
floor and office uses on the second floor.
Commented that the consent calendar item on the minor
antenna facility was a good example of a stealth site and
thanked staff for encouraging the development of that site.
Wished everyone Happy Thanksgiving.
Offered best wishes to Councilman Doyle.
Echoed Commissioner Kozak's remarks regarding the
Endede Center monument.

7:25 p.m.
Stated there was an excellent article in the Los Angeles
Times suggesting that gating communities is becoming
pass~; and, stated her enthusiasm for no gating when
development begins on the Base.
Suggested that everyone take a look at the beautiful new
faCr.~ade at Zov's.
ADJOURNMENT:
The next regular meeting of the Planning Commission is
scheduled for Monday, December 10, 2001, at 7:00 p.m. in
the Council Chamber at 300 Centennial Way.
