AN INTERIM URGENCY ORDINANCE OF THE CITY COUNCIL
~ OF THE CITY OF TUSTIN, DECLARING A MORATORIUM ON
CITY APPROVAL OF ALL TENTATIVE TRACT MAPS AND USE
~ PERMITS DEALING WITH CONDOMINIUM CONVERSIONS FOR
A PERIOD OF ONE HUNDRED AND TWENTY-DAYS.
~le City Council of the City of Tustin does hezeby ordain as' follows:

I. A moratorium. is hereby declared on City Council approval o'f tentative
6 tract maps or use permits for the conversion of existing apartments to conf
miniurns (~ncluding community apartment projects and stock cooperatives)
"1 in order that the City Council may study the need for an ordinance'
regulating or prohibiting such conversions~
II. The moratorium declared hereby shall extend for a period of four
9 months from September 17, 1979, unless duly extended or repealed.
10 III. This ordinance is adopted to protect the public health, safety and
welfare and is adopted as an urgency measure, by a four-fifths vote,
11 pursuant to the provisions of Section 65858 of the California Govern-
ment Code and shall take effect immediately. The urgency is based
~ P. on the fact that the City Council hereby finds that the conversion of
apartments to condominiums may create a serious irabalance in the
1~ availability of a variety of moderate and lower cost housing in the
eity. Said conversions may be in conflict with zoning ordinance
14 modifications durren~ly under study.
15 IV. The testimony presented at the regular meeting of September 17, 1979
and the comments of the City Council in reference to that item are
16 incorporated herein by reference.
17 PASSED AND ADOPTED by ~he Tustin City Council at a regular meeting held
on the 17th day of September, 1979.
