BACKGROUND AND DISCUSSION The City's commendation program recognizes an Old Town property of outstanding merit every calendar quarter. A decorative sign is displayed at the property, and the owner is provided with a City -paid plaque and recognized at a City Council meeting. Properties commended to date include 355 West Second Street, 320 West Third Street, 520 West Main Street, 160 South Pacific Street, 335 South C Street, 340 West Main Street, 200 South A Street, 310 South Pasadena Avenue, 705 West Main Street (or 350 South Myrtle Avenue), and 525 West Main Street. The call for nominations for the second quarter of 2010 was mailed out to members of the Tustin Area Historical Society and Tustin Preservation Conservancy and others on April 13, 2010. As of May 19, 2010, two nominations had been received for the same property. 410 Pacific Street Tustin residents Sharon August Jones and Lucy Burch submitted the attached nominations for the residence at 410 Pacific Street. The Spanish Colonial Revival residence was built in 1925 and has a C rating in the City's 1990 Historical Survey and a 5D1 rating in the City's 2003 Historical Resources Survey. The residence is significant for its associations with Edmund Kiser, Fred Schwendeman and Edwin Veeh. Should the Commission approve the nomination, staff recommends that the nomination approval be forwarded to the Tustin Area Historical Society and Tustin Preservation Conservancy for their review and recommendation of the most appropriate historical property name. Although this is a major alteration, it is marginally in keeping with Spanish Colonial architecture. The ornate carved brackets which support the porticos on the north, south, and cast sides and the mullioned window pattern are important design elements. Red clay the was used on the porticos and on hoods above the windows on the cast side. The windows and doors are decorated at the top and bottom with narrow borders and square corners of glass, with a pair of panels filling in the arca between the borders. A pair of these windows flank the matching door, topped by a red -clay -tile clad portico, on the north side. The open porch is concrete, bordered with wrought 'iron railings. A recessed porch on the cast side is sheltered by a red -clay -tile -clad roof and bordered with a wrought iron railing. A trio of matching casement windows is located on the north sWo of the porch and a row of high-singlc-paned casement windows occupies the south side. Jalousied sidelights (not original) flank the door. Another red -clay -tile -clad portico, with matching brackets, shelters the door on the south facade. A small stucco -clad house, topped with a flat roof, is located behind the main house. The front door is accented with a large window in the center and flanked by an arched plate glass window on the north and a wrought iron gate, set in an arched stucco -clad frame, on the south side. A small stucco -clad garage, with a flat roof and plain wood garage doors, is located to the south of the small house. SIGNIFICANCE: Edmond Kiser acquired the property in 1924, when Pacific Street south of Main was opened. Ile was a builder by trade and probably built the house. Ile served as a volunteer fireman and, in 1927, he was elected to Tustin's first city council. William Otis, president of Santa Ana Finance Co., owned the property from 1926 to 1929, but he probably did not live there. Fred Sehwondeman owned the house from 1929 to 1946 and lived here into or through the thirties. IIc was a partner in the Tustin Coment Pipe Company and in charge of field and installation work. The company produced an average of 2500 lineal feet of pipe per day, and employed 30 to 60 then. A recognized authority on cement piping, Schwendeman supervised the installation of the Irvin Company's network of irrigation pipelines. Ile served as Commissioner of Health and Safety on Tustin's first City Council bots 1927 to 1937, and was a Volunteer Fireman, a member of the Knights of Pythias, and a rpcmber of the Lions Club. Subaaquenl owners were: Leslie W. Bennett (1946-52), a superintendent of William Iverson, oil distributors in Santa Ana; and Ildwin A. Veeh (1952-1965+), a science teacher at Tustin high School. Note: The address given in the directories was 600 W. Main. The house was given a new roof in 1987. Instead of replacing the flat roof (surrounded by a tile -topped parapet), a pitched Ilio roof was added, which changed the looks of the house considerably. The major architectural alteration to the roof is not compatible with the original character of the house; for this reason the house is categorized as a C. Edmond Kiser acquired the property in 1924, when Pacific Street south of Main was opened. He was a builder by trade and probably built this house in 1925. Mr, Kiser was a volunteer fireman, and in 1927, he was elected to Tustin's first city council. Ownership was transferred to William Otis, president of Santa Ana Finance Company. He was the owner between 1926 to 1929 and later, Fred Schwendeman, partner in the Tustin Cement Pipe Company, owned the house from 1929 to 1946. Mr. Schwendeman was a recognized authority on concrete piping and supervised the installation of the Irvine Company's network of irrigation pipelines.
