SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR PARK PLAYGROUND EQUIPMENT
PURCHASE AND INSTALLATION AT LAUREL GLEN AND MAGNOLIA
TREE PARKS (CIP No. 2064)
SUMMARY:
This project includes the purchase and installation of playground equipment and ADA
required playground surfacing and ramps.
RECOMMENDATION:
Staff recommends that the City Council approve Resolution No. 10-55, approving
specifications for the purchase and installation of new playground equipment at Laurel
Glen and Magnolia Tree Parks (CIP No. 2064), and authorizing the City Clerk to
advertise for bids.
FISCAL IMPACT:
Renovation of playground equipment at Magnolia Tree and Laurel Glen Parks is included
in the Capital Improvement Program for Fiscal Year 2009-2010. Adequate funds are
available in the Park Development Fund 11 for the purchase and installation of new
playground equipment at Laurel Glen and Magnolia Tree Parks. Total estimated cost for
the project is $296,000.
BACKGROUND:
The playground equipment at both Laurel Glen Park (13301 Myford Road) and
Magnolia Tree Park (2274 Fig Tree Drive) is over 15 years old and in need of
replacement. The Community Services Commission has identified the upgrade of these
two playgrounds as next in line on their seven-year CIP priority list. In addition to the
new equipment, this project will also include new playground surfacing and entry ramps
as required for ADA compliance.
This project was previously bid in December 2009. However due to irregularities among
several of the bids, the City Attorney's office recommended that the City reject all the
bids and re-bid at a future date.

RESOLUTION NO. 10-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR RE-BIDDING FOR PARK
PLAYGROUND EQUIPMENT PURCHASE AND INSTALLATION AT
LAUREL GLEN AND MAGNOLIA TREE PARKS (CIP No. 2064)
WHEREAS, it is the intention of the City of Tustin to purchase and install
playground equipment at Laurel Glen Park, 13301 Myford Road, and Magnolia Tree
Park, 2274 Fig Tree Drive; and
WHEREAS, this project was originally bid in December 2009, but all bids were
rejected by City Council action on January 19, 2010; and
WHEREAS, the Parks and Recreation Services Department has presented
revised plans and specifications for the construction of said works;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as
the plans and specifications for Purchase and Installation of Playground Equipment at
Laurel Glen and Magnolia Tree Parks (CIP No. 2064);
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the completion of work specified in the aforesaid plans and specifications.
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular
meeting held on the 1St day of June 2010.
