HomeMy WebLinkAbout15 SALARY RESOLUTION FOR THE ELECTED CITY CLERKAgenda Item L5. • Reviewed: AGENDA REPORT City Manager Finance Director MEETING DATE: JUNE 15, 2010 TO: WILLIAM HUSTON, CITY MANAGER FROM: KRISTI RECCHIA, DIRECTOR OF HUMAN RESOURCES SUBJECT: SALARY RESOLUTION FOR THE ELECTED CITY CLERK SUMMARY Adoption of the attached Resolution will authorize compensation and benefits adjustments for the elected City Clerk in accordance with Council direction. RECOMMENDATION It is recommended that the City Council adopt Resolution 10-66 to amend compensation and benefits provided to the elected City Clerk. FISCAL IMPACT Cost savings of approximately $5,700 over the 2010-11 fiscal year (approximately $11,400 over a full year). BACKGROUND AND DISCUSSION The City Council has the authority to establish the compensation and benefits paid to the elected City Clerk. In line with recent reductions to the compensation and benefits of other City employees, the City Council has proposed reducing the level of City-paid benefits provided to the City Clerk. Specifically, the Council has directed staff to prepare a Resolution capping the City's contribution to the City Clerk's medical insurance at the cost of the PERS Choice plan for the tier selected by the City Clerk (i.e. employee only, employee plus one dependent, or employee plus two or more dependents). The attached Resolution follows the City Council's direction for the City Clerk. Kristi Recchia Director of Human Resources Attachment: 1. City Council Resolution No. 10-66 RESOLUTION NO. 10-66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING COMPENSATION AND BENEFITS FOR THE ELECTED CITY CLERK WHEREAS, the office of the City Clerk is an elected position; and WHEREAS, the City Council has the discretion to establish compensation and benefits for the City Clerk; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin sets forth the compensation and benefits for the City Clerk as follows: Section 1. Compensation The City Clerk shall be paid and receive as compensation a salary of two hundred and twenty-seven dollars ($227) per month. Section 2. Benefits The City Clerk shall be provided with the following City-paid benefits: a. Medical insurance The City Clerk may enroll in any City-sponsored group medical insurance plan and at any available tier. The City's maximum monthly contribution toward the premium cost for the City Clerk's plan shall be capped at the cost of the PERS Choice plan for the tier selected by the City Clerk. The balance of any monthly contributions necessary to enroll in a higher-cost plan than the PERS Choice plan shall be paid by the City Clerk. b. Dental insurance The City Clerk may enroll in any City-sponsored group dental insurance plan, with the full contribution paid by the City. c. Life insurance The City will provide life insurance for the City Clerk and pay the required premiums. The death benefit of the policy shall be one hundred percent (100%) of the employee's base annual salary to the nearest multiple of $1,000, or the policy's minimum benefit amount, whichever is higher. Resolution No. 10-66 Page 1 of 3 d. Retirement The City has contracted with the California Public Employees' Retirement System (CaIPERS) for retirement benefits. Unless already enrolled in CaIPERS through another public agency, the City Clerk shall be a member of CaIPERS and subject to all applicable provisions of the City's contract with CaIPERS. The CaIPERS plan in effect for Miscellaneous employees is the 2% @ 55 formula for Local Miscellaneous members. The City's required contribution to CaIPERS includes both an employer and employee contribution. The employee contribution is 7% of an employee's wages; the City Clerk will contribute the full amount of the employee contribution through a payroll deduction. Section 3. Effective Dates The provisions of Section 1 of this Resolution (Compensation) shall become effective on June 15, 2010. The provisions of Section 2 of this Resolution (Benefits) shall become effective on January 1, 2011.
