Murray Commissioners Kasalek, Kozak, and Thompson Absent: Commissioner Puckett None PUBLIC CONCERNS CONSENT CALENDAR Approved 1. APPROVAL OF MINUTES -MAY 11, 2010, PLANNING COMMISSION MEETING. It was moved by Kasalek, seconded by Kozak, to approve the Consent Calendar. Motion carried 3-1. Chair Pro Tem Thompson abstained; he was absent from the May 11, 2010, meeting. PUBLIC HEARINGS Adopted Resolution 2. TENTATIVE PARCEL MAP 2008-136 AND No. 4147, as CONDITIONAL USE PERMIT 09-021, A REQUEST TO amended CREATE A CONDOMINIUM OFFICE BUILDING FOR ELEVEN (11) SUITES AND AMEND USE PERMIT 88-04 TO INCREASE THE APPROVED SQUARE FOOTAGE ALLOWED FOR MEDICAL USE FROM 7,500 TO 16,543 SQUARE FEET WITHIN AN EXISTING TWO-STORY OFFICE BUILDING AT 2492 WALNUT AVENUE AND TO ESTABLISH JOINT-USE PARKING BETWEEN PROPERTIES LOCATED AT 2492 AND 2472 WALNUT AVENUE. THIS PROJECT IS LOCATED IN THE PLANNED COMMUNITY COMMERCIAL (PC COMM) IRVINE INDUSTRIAL COMPLEX PLANNED COMMUNITY ZONING DISTRICT. Minutes -Planning Commission May 25, 2010 -Page 1 RECOMMENDATION: That the Planning Commission adopt Resolution No. 4147 recommending that the City Council repeal Use Permit 88-04 and approve Tentative Parcel Map 2008- 136 and Conditional Use Permit 09-021. Huffer Approved Presented the staff report. Planning Commission discussion ensued. The Public Hearing opened at 7:16 p.m. Tom Saltarelli spoke on behalf of the Primary Applicant. David Frost spoke on behalf of the Secondary Applicant. Further discussion ensued. The Public Hearing closed at 7:28 p.m. It was moved by Thompson, seconded by Kozak, to adopt Resolution No. 4147, as amended. Motion carried 4-0. REGULAR BUSINESS 3. COMMENDATION NOMINATION - 410 PACIFIC STREET RECOMMENDATION: That the Planning Commission approve the nomination of 410 Pacific Street to the City's Commendation Program. STAFF CONCERNS 4. REPORT OF ACTIONS TAKEN AT THE MAY 18, 2010, CITY COUNCIL MEETING. The Assistant Director stated he was available to answer any questions the Commissioners might have. Chair Murray asked for an update related to the letter that staff sent to the Post Office. The Assistant Director indicated that the Director and Code Enforcement Manager met with postal representatives; all are working toward resolution of the situation. Minutes -Planning Commission May 25, 2010 -Page 2 Commissioner Kasalek asked if there is any chance the Post Office will move the two drive-through mail drops on Prospect farther apart to alleviate the queuing situation. Commissioner Kozak stated that he made that request several months ago. The Assistant Director indicated staff would report back to the Commission on that issue. COMMISSION CONCERNS Kozak Thanked staff for their hard work on tonight's report; • Requested that Code Enforcement address the grassy area at Newport and Holt at the Don Jose monument sign; it needs to be replanted and irrigated; • Suggested the following on future stealth wireless facility applications: 1) require a consultant and representative of telephone service to attend meetings, 2) staff report include any alternatives that might have been considered, and 3) the applicant be held accountable for community outreach; • Reminded everyone that Memorial Day is May 31St, the Chili- Cook-Off is June 6t", primary election is June 8t", and the State of the City luncheon is June 10t"; • Referred to the article in the Orange County Register that noted fellow Commissioner, Chuck Puckett, was presented a "Distinguished Alumni" Award by his alma mater in Parsons, Kansas; • Noted that a local pet-grooming service is assisting a private charity that collects cat and dog hair which is used in the clean-up efforts along the Gulf Coast. Murray Concurred with Commissioner Kozak's suggestions regarding wireless applications. Kasalek Indicated her items were mentioned; • Asked if perhaps Chair Murray would be taking a turn in the dunk tank during the Chili-Cook-Off. Murray Replied that he is serving on a Chili Cook-Off Committee; in the past the dunk tank has been one of his areas to find volunteers; if time permits, he may volunteer himself. Kasalek Commented on the clean-up taking place throughout the City and offered kudos to Code Enforcement and everyone involved. Minutes -Planning Commission May 25, 2010 -Page 3 Thompson Noted he was sorry to miss the last Planning Commission meeting; • Attended the Curt Pringle Roast on Aril 22nd; was interviewed by the Grand Jury on May 17t regarding his opportunity to serve on the Taxpayers' Oversight Committee for OCTA; and also attended the OCTA Citizens Advisory Committee meeting; • Indicated he and his family participated in a tour of the Bonita Wetlands in Irvine which the Transportation Corridor Agencies does once a year; • Offered congratulations to everyone involved in the opening of the Metrolink sidewalk safety improvements; • Provided a State water update; • Thanked the families of the veterans; • Applauded Chuck Puckett on his amazing record of public service. Murray Thanked Commissioner Thompson for the water update; • Indicated that Commissioner Thompson just received a resolution from the Orange County Transportation Authority for his many years of service on the Advisory Committee; • Offered kudos to Commissioner Puckett on the award from his alma mater; • Thanked former Mayor Lou Bone for the part he played in establishing the quiet zone near Tustin Meadows; • Complimented Tustin Meadows on their beautiful new clubhouse; • Stated he attended the Enderle Center Car Show and the Class 193 Sheriffs' graduation in Los Angeles; • Noted that the Vector Control Board continues to work on their budget and the search for a new Director; • Complimented OCTA Chair Jerry Amante for having a balanced budget; • Stated the fundraiser at the Padres Foundation included a fashion/talent show for the youngsters that was great fun; • Indicated the California Association of Peace Officers is having an annual training conference in Los Angeles this week which he has been attending; • Reminded everyone that the Tustin Public Schools Teacher of the Year awards take place this Thursday; • Offered thanks and best wishes to our soldiers as we approach Memorial Day; there will be an event at the Senior Center. The next regular meeting of the Planning Commission is scheduled for Tuesday, June 8, 2010, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
