MOORE 17117 SOUTH BROADWAY GARDENA, CA 90248 TI PLANNING & DESIGN 2314 MICHIGAN AVENUE SANTA MONICA, CA 90404 ATTN: KEITH GLASSMAN 1001 EDINGER AVENUE REGIONAL CENTER - PACIFIC CENTER EAST SPECIFIC PLAN SOUTH CENTRAL REDEVELOPMENT PROJECT AREA THIS PROJECT IS EXEMPT PURSUANT TO SECTION 15270 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. AUTHORIZATION TO ESTABLISH A MAJOR WIRELESS COMMUNICATION FACILITY. Recommendation - That the Planning Commission provide direction to the applicant on proposed alternative designs and continue this item to the March 10, 1997 Planning Commission meeting. Presentation: Sara Pashalides, Associate Planner The Public Hearing continued at 7:05 p.m. Planning Commission Minutes January 27, 1997 Page 3 Commissioner Vandaveer asked if there was an estimated time for removal of the propane sign that is now on the site. Sara Pashalides stated that at the present time there was no removal requirement. With Alternative C, the monolith, the applicant proposes removal of the existing propane sign in conjunction with construction of the monolith. Commissioner Vandaveer asked if the sign was in good structural condition. The Director stated that if the applicant proceeds with Alternative A they may have to change out the pole to structurally support the attached antenna. Linda Paul, representing L.A. Cellular, stated that the three options were presented to obtain some guidance. She has negotiated with her engineering department to reduce the number of antennas on the monopine; the monolith is a typical design that resembles those at the Tustin Market Place light standards; and, if the existing sign were used, special antennas would be attached which have not as yet been tested. If the sign option is used, the top of the antenna would only be 43 feet in height with antennas in a horizontal configuration. This would interfere with the effectiveness of some of the antennas. L. A. Cellular would like to move forward with Alternative C even though their engineers have significant issues with this alternative. Commissioner Pontious asked if there was any progress in working with Caltrans and could this facility be moved when an agreement is reached with Caltrans. Linda Paul stated that there are no available Caltrans owned practical locations. The Director stated that a sunset clause would be included in the agreement and could also include language related to a lease agreement with Caltrans and the requirement to relocate at L.A. Cellular's expense at a time when it was practical to do so. Lois Bobak, Deputy City Attorney, stated that the City would not be imposing a condition that would require L.A. Cellular to negotiate with Caltrans but if the option became available, this requirement would be something that L.A. Cellular would be under an obligation to exercise. Commissioner Kozak indicated that the facility should be removed when the area is developed under the Specific Plan. The Director stated that a condition of approval could be included requiring the applicant to enter into an agreement with the City. The agreement provisions would address the issues related to the non-conformity of the sign and the relocation of the facility. The Director suggested that the Commission continue this item to allow time to draft an agreement. Linda Paul stated that L. A. Cellular is willing to work with future development and that her firm would be able to provide new simulations if the item is continued. Commissioner Mitzman asked why the antenna has to be on this side of the freeway. Planning Commission Minutes January 27, 1997 Page 4 Linda Paul stated that the placement to adjacent freeways is necessary to provide adequate coverage within the broadcast area. On the other side of the freeway, the signals would be blocked by the elevation of the freeway. Two sites to the north are heavily congested and this site is needed. Commissioner Bone asked how long the propane company would be at this site. He stated that before he could approve a monopine design he would have to actually see one. The Director stated the propane company had no desire to relocate in the near future. Linda Paul stated that there are no locally installed monopines but she is aware of some in northern California. Commissioner Vandaveer asked when L. A. Cellular would know if Alternative A would work. Linda Paul stated that L.A. Cellular was hoping to do a test within two weeks. The procedure involves taking a crane to the site and placing the antennas at the height they would be using and running the test for several hours. Commissioner Vandaveer asked if photographs could be taken of this testing or if the Commission could be informed of the time and date of the testing so that it could be observed. Linda Paul stated this was a good idea. Commissioner Pontious believed that Alternative A will be the best temporary solution. Commissioner Mitzman stated that he does not like the location but that Alternative A is the least intrusive solution. Commissioner Vandaveer indicated his preference for Alternative A and believed that Alternative C is impractical. If Alternative A is not feasible, he favored the monopine amongst several trees. Commissioner Kozak agreed that Alternative A would be the best short term solution with the removal of the lower sign board. He did not like the monopine idea and as a backup plan he would support Alternative C. The Director stated that staff would only recommend Alternative A with an agreement to be approved before the Commission takes action. With respect to Alternative C, if the Commission were to consider this option the applicant would have to submit for a Sign Code Variance and this would need to be noticed as a separate public hearing. Commissioner Bone favors the monolith but has concern with the widening of the street and other variables and for this reason would support Alternative A. Commissioner Vandaveer moved, Pontious seconded, to continue this item to the Planning Commission meeting of March 10, 1997. Motion carried 5-0. Motion carried 5-0. to receive and STAFF CONCERNS: Report on Actions taken at the January 20, 1997 City Council Meetinqs. Presentation: Elizabeth A. Binsack, Community Development Director The Director reported on the subject agenda and stated that whatever modifications are made to the Subdivision Ordinance by the City Council would be forwarded to the Commissioners. COMMISSION CONCERNS: Commissioner Pontious Suggested that copies of the Sign Code be distributed to sign shops in the City with the request that they be made available to people ordering signs and banners. The Director will make sure that a brochure is available for this purpose and will also provide copies for the Commission. Staff will create a procedure to identify for the public when a sign permit is needed, enclosing a copy of the current Ordinance which will include a statement that Ordinance updates should be investigated. Commissioner Mitzman - None Commissioner Kozak - None Commissioner Vandaveer Stated that since Rafi's Cafe expansion has been approved, the owner is anxious to get started but there is a flooding problem which may delay the work. Commissioner Bone Reported that Tustin Pride has a few hundred sand bags located at the Field Services yard and will notify the newspapers so that if anyone has flooding problems they will know they are available. Inquired about the progress of the turret at E1 Camino Real and Main. The Director stated that the turret as it exists has been installed as per the approved plan and the installation is complete.
