REGULAR MEETING
FEBRUARY 26, 1996

PUBLIC CONCERNS:
No one from the audience addressed the
Commission.
CONSENT CALENDAR:
Commissioner Vandaveer requested pulling Item No. 2 from the
Consent Calendar.
Commissioner Vandaveer asked why a large portion of land on Exhibit
No.1, which he assumed was on the base, was missing from the
proposed survey area.
Staff stated that this portion (Construction Circle) along the east
side of Jamboree Road was not on the base but was actually in the
City of Irvine.
1. Minutes of the February 12, 1996 Planning Commission Meeting.
Commissioner Vandaveer moved, Lunn seconded, to approve the
February 12, 1996 Planning Commission minutes. Motion carried 4-0.
Commissioner Vandaveer requested that Item No. 2 be restored to the
Consent Calendar.
Amendment to RedeveloDment Survey Area, Marine Corps Air
Station, Tustin
Commissioner Vandaveer moved, Lunn seconded to adopt Resolution No.
3417, recommending that the City Council amend the Redevelopment
Survey Area for redevelopment study purposes by adding the area of
the Marine Corps Air Station, Tustin, within the City of Irvine.
Motion carried 4-0.

RECOMMENDATION - That the Planning Commission continue this item to
the March 11, 1996 Planning Commission meeting to provide adequate
time for the applicant and staff to review and respond to public
comments.
Presentation: Dan Fox, Senior Planner
Commissioner Mitzman inquired if staff had given consideration to
security concerns as far as a potential crime hazard.
Staff responded that discussion of such concern will be included in
the report for the next meeting.
Commissioner Vandaveer moved, Mitzman seconded, to continue this
item to the March 11, 1996 meeting of the Planning Commission.
Motion carried 4-0.

4. Status Reports

Commissioner Vandaveer moved, Mitzman seconded, to receive and file
this report. Motion carried 4-0.
STAFF CONCERNS:
0
Report on Actions taken at the February 20, 1996 City Council
Meeting.
Presentation: Elizabeth Binsack, Community Development Director
The Director reported on the subject agenda. Copies of the John
Wayne Airport Status report which concerns the on-going noise
analysis will be provided for the Commission.
COMMISSION CONCERNS:
Commissioner Vandaveer
- Reported that the strawberry stand which will be coming
before the Zoning Administrator as a Public Hearing on
March 4, 1996. is already open for business.

Inquired if anything could be done to have alarm
companies respond more quickly to false alarms. He
reported that Old Town was subject to a ringing alarm for
four hours last Friday even after several calls to the
alarm company to request that it be shut off.
Noted that the "1913 Coffee House" opening is only days
away.

Expressed concern about the numerous transients and
scavengers appearing in the southwest area of the City.
Reported tagging at the Tustin Commerce Center at Newport
and the 55 Fwy.
Commissioner Vandaveer moved, Lunn seconded, to adjourn the meeting
at 7:11 p.m. Motion carried 4-0.
ADJOURNMENT
The next regularly scheduled meeting of the Planning Commission is
on March 11, 1996 beginning at 7:00 p.m. in the City Council
Chambers at' 300 Centennial Way, Tustin.
