SUBJECT: AWARD OF BID FOR ALTERNATIVE FUEL STREET SWEEPER
SUMMARY
A responsible bid for the purchase of an alternative fuel street sweeper has been received and the
bid is ready to be awarded to Haaker Equipment Company La Verne, CA, in the amount of
$336,180.31.
RECOMMENDATION
It is recommended that the City Council:
Approve supplemental appropriations to the FY 2010-2011 budget from the Equipment
Replacement Fund (Fund 184) and the South Coast Air Quality Management District
(SCAQMD) (Fund 133) in the amounts of $168,000 and $169,000; and
2. Award the bid for the purchase of one street sweeper to Haaker Equipment Company in the
amount of $336,180.31
FISCAL IMPACT
Funds for the purchase of a new alternative fuel street sweeper were originally appropriated in the
Fiscal Year (FY) 2009-2010 budget from the Equipment Replacement Fund (Fund 184) and the
South Coast Air Quality Management District (SCAQMD) (Fund 133) in the amounts of $176,000
and $169,000, respectively. The FY 2009-2010 funds were not expended or carried over to the
new fiscal year. Therefore, staff is requesting the City Council to approve supplemental
appropriations to the FY 2010-2011 budget from Fund 184 in the amount of $168,000 and Fund
133 in the amount of $169,000.
BACKGROUND
On May 4`h, the City Council authorized staff to seek competitive bids to replace an eight year old
street sweeper with a new alternative fuel sweeper. Staff estimated cost of the new alternative fuel
street sweeper was $345,000.
A Request for Bid and equipment specifications was sent to three potential suppliers and was
advertised in the Tustin News and applicable trade publications. Only one bid proposal was
received and is listed below:
• Haaker Equipment Company - La Verne, CA $ 336,180.31
• Norwood Equipment Company -Phoenix, AZ Non-Responsive
• Owen Equipment Company -Portland, OR Non-Responsive

The purchase of this new alternative fuel sweeper assures the City's full compliance with SCAQMD
rules requiring an alternative fuel fleet. The bid submittal meets all City requirements and includes
all applicable taxes and fees. It is recommended that the City Council award the bid for the
purchase o~,one Street sweeper to Haaker Equipment Company.
