AWARD OF CONTRACT FOR THE WALNUT AVENUE REHABILITATION
FROM BROWNING AVENUE TO MYFORD ROAD (ClP NO. 7125)
SUMMARY
Bids for this project have been received and a construction contract is ready to be awarded to the
apparent Iow bidder, R. J. Noble Company. This project will provide for the pavement
rehabilitation of Walnut Avenue from Browning Avenue and Myford Road.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Walnut Avenue
Rehabilitation from Browning Avenue to Myford Road (CIP No. 7125) to R. J. Noble Company, the
Iow bidder in the amount of $544,883.00, and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
FISCAL IMPACT
The FY 2001-2002 Capital Improvement Project (CIP) budget provides sufficient funding for the
construction and contract administration of the Walnut Avenue pavement rehabilitation project.
The City has secured grant funding for this project from the Orange County Transportation
Authority's (OCTA) Combined Transportation Funding Program (CTFP) under the Arterial
Highway Rehabilitation Program (AHRP). On this project, the AHRP will provide up to 48%
reimbursement to a maximum of $325,280.00 for eligible construction items through the Federal
Local Surface Transportation Program (LSTP), which is administered by State of California
Department of Transportation (Caltrans). The City received authorization from Caltrans on
January 23, 2002 to proceed with construction.
DISCUSSION .
The proposed Walnut Avenue Pavement Rehabilitation Project will provide for removal of existing
failed pavement sections, resurfacing of existing pavement and the installation of new traffic
striping. Additionally, a portion of Walnut Avenue between Browning Avenue and Cherrywood
Lane will be reconstructed to eliminate the vertical roadway rise that had previously been created
by the abandoned railroad crossing.

R. J. Noble Company's bid for the Walnut Avenue Rehabilitation from Browning Avenue to Myford
Road (CIP No. 7125) is 3% below the engineer's estimate of $564,326.50. The references and the
State Contractor License for R. J. Noble Company have been checked and are appropriate for the
subject project.
