HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION AUTHORIZATION FOR THE STATE TO PURCHASE ONE CAB AND CHASSIS TRUCK SUMMARY Approval of Resolution No. 02-31 will authorize the General Services Department of the State of California to purchase a current model year cab and chassis truck on behalf of the City of Tustin. RECOMMENDATION It is recommended that the City Council approve Resolution No. 02-31 authorizing the General Services Department of the State of California to purchase the subject truck on behalf of the City. FISCAL IMPACT Total funds required to purchase the subject truck including all taxes and State fees are $20,296.61. These funds are included in the current fiscal budget in account number 84-801- 9720. DISCUSSION The proposed purchase of one truck is for replacement of an existing truck currently in service and scheduled for replacement in Fiscal Year 2001/02 (Unit No. 5641). Since the State buys in large volume they are able to receive a more competitive price for vehicles than the City. Staff reviewed published prices obtained from local vendors and compared these prices to those contained in the State contract. Staff also contacted a number of dealers in the area and received the following prices for alike-equipped vehicles. The prices listed below include all taxes, applicable fees, and early payment discount. 1-Each Cab and Chassis Vendor State Contract* Truck Folsom Lake Ford Yes $ 20,296.61 MacPherson Ford of Tustin No $ 23,136.08 Carmenita Truck Center No $ 27,320.01 Mills Ford No $ 30,593.18 * State Contract Includes 1% State Fee and $500 discount (per unit) for payment within 20 Days Authorization for the State to Purchase One Cab and Chassis Truck April 1, 2002 Page 2 As a result of the comparison, the most cost-effective option for the City is to purchase the new truck, through the General Services Department of the State of California at a total cost of $20,296.61. In addition, the City of Tustin will independently purchase emergency lighting and fiat bed dump for this vehicle from the same account after delivery, Approval of the attached resolution allows the City to utilize the State's purchasing program to obtain the current model year truck at a substantially lower cost than the City can obtain on its own. It also designates the City Manager as the public official authorized to execute this request on behalf of the City. Tim D.
