SUBJECT: TUSTIN HISTORIC REGISTER NOMINATION - 410 PACIFIC STREET
RECOMMENDATION
That the Planning Commission approve the nomination of 410 Pacific Street to the
Tustin Historic Register Plaque Designation Program and select "Schwendeman House"
as the most appropriate historical name and "1925" as the date of construction of the
property.
BACKGROUND AND DISCUSSION
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register. The purpose
of the voluntary program is to recognize Tustin's historic properties, educate the public,
increase public interest in historic properties, and promote community pride. The
bronze plaques purchased through the program may be mounted or set on metal
stakes. Property owners who would like to participate are responsible for the cost,
installation, and maintenance of the plaques.
The plaques display the construction date of the building, up to two lines of text, and are
identified with the words "Tustin Historic Register." Nomination forms are obtained from
the Community Development Department. Anyone, including the Commission, may
nominate properties.
On May 25, 2010, the Planning Commission approved the nomination of the property at
410 Pacific Street to the City's quarterly Commendation Program. As a result, this
property is automatically nominated to the City's Historic Register Program and provided
with a plaque paid for by the City of Tustin.
Pursuant to the procedures approved by the City Council on November 6, 2007, the
nomination was forwarded to the presidents of the Tustin Preservation Conservancy
and Tustin Area Historical Society. The two groups were requested to collaborate
andlor review the nomination, research the history of the property, and fio note the most
appropriate historical name and date of construction.

The Preservation Conservancy transmitted the attached information (Attachment A) to
the Community Development Department on July 8, 2010. The Historical Society has
not provided any information pertaining to the nomination.
The Spanish Colonial Revival home was built in 1925 and has a C rating in the City's
1990 Historical Survey and a 5D1 rating in the City's 2003 Historical Resources Survey.
The residence is significant for its associations with Edmund Kiser, Fred Schwendeman
and Edwin Veeh. Of these three prominent Tustin residents, Mr. Schwendeman owned
the property for the longest time period (about 17 years) and also lived in the home for
several years. Therefore, it is recommended that "Schwendeman House" be selected
as the most appropriate historical name for the property. The date on the plaque should
be "1925."

The following are my research findings for the historic name in regards to the property located at 410
Pacific Street:
• Architectural Style: Spanish Colonial Revival
• Year Built: 1925
The property was acquired by Edmond Kiser in 1924 and as a builder by trade, probably built the house
in 1925. Mr. Kiser served as a volunteer fireman far Tustin and served on Tustin's fast city council in
1927.
William Otis owned the property from 1926 to 1929, but probably did not live there.
Fred Schwendeman owned the property from 1929 to 1946 and lived there into the thirties. Mr
Schwendeman's involvement in Tustin included:
• Served on Tustin's first city council from 1927 to 1937 as Commissioner of Health
and Safety
Volunteer Fireman
• Member of the local Knights of Pythias
• Member of Tustin's Lions Club
• Partner in Tustin Cement Pipe Company
The Tustin Cement Pipe Company was one of the largest and most important industries in Orange
County. They manufactured a complete line of irrigation, drainage and high pressure pipes. The
company produced an average of 2,500 lineal feet of pipe per day. Mr. Schwendeman supervised the
installation of over 200 miles of irrigation pipelines on the Irvine Ranch. Prior to that, there was less than
one mile of irrigation pipelines on the ranch.

Based on the Tustin Historic Register Plaque Program Criteria for Historic Property Names, I would
recommend the historic name of this house to be the Schwendeman House for the following reasons:

• Served on Tustin's first city council
• Local business owner
• Early Tustin volunteer fireman
• Association in local community organizations
• Involvement in the agricultural industry
