STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: SOLID WASTE PROGRAM MID-YEAR STATUS REPORT SUMMARY This report provides a midyear summary of various elements of the City's solid waste program. All program elements are achieving positive results at this time and no action is required by the City Council. RECOMMENDATION It is recommended that the City Council receive and file this report. FISCAL IMPACT There is no fiscal impact associated with this item. DISCUSSION The City's Franchise Agreement with CR&R emphasizes source separation as the first priority for residential, multifamily, commercial and roll off services, and requires CR&R to achieve a 50% diversion rate for all waste collected and for each service category. The attached June 2010 report from CR&R indicates that the diversion objectives are on track for 2010. Reflecting current economic conditions, commercial waste collection is down by 2,700 tons. Construction and demolition waste collections have Solid Waste Program Status Report August 3, 2010 Page 2 increased by over 2,000 tons and residential and multifamily waste and diversion volumes are virtually unchanged. In order to increase commercial waste diversion, a limited 12 month pilot food waste collection program has been implemented at five local food establishments. The program is beginning to show some positive results while helping CR&R to develop techniques for the collection, transportation and processing of food waste materials. The five Tustin businesses currently participating are Lucilles, Oggi's Pizza, the Tustin Ranch Golf Course, Ruby's Diner, and Rutebegorz. In the first three months of the pilot program, over 39 tons of food waste has been collected from these businesses and the amount of food waste collected has progressively increased at every establishment in each month. CalRecycle (formerly the California Integrated Waste Management Board) annually recognizes local businesses for efforts to manage their waste stream by way of the Waste Reduction Awards Program. Staff has encouraged The Home Depot, The District and Victory Foam to apply for consideration this year because each company has demonstrated a commitment to the principles to reduce, reuse and recycle. Ricoh will also apply and has been a perennial winner due to its progressive zero waste programs. 2010 award winners will be notified by CalRecycle by the end of October. Staff has submitted the 2009 Annual Report to CalRecycle. The report to the State provides a detailed narrative review of the City's program efforts and includes a statistical analysis of the waste that is disposed by the City on a per capita basis. Based on past history, CalRecycle has determined that the maximum per capita disposal rate for the City is 6.1 lbs. per person, per day. The 2009 annual report indicates that the current per capita disposal rate is 3 Ibs per person, per day. Under the CIWMB's old generation based measurement system, staff estimates that this would be equivalent to an approximately 75% diversion rate for all waste generated in the City. As a follow up to this report, staff and CR&R will be providing a tour to a CalRecycle representative later this month. The tour will emphasize the City's successful implementation of commercial and multifamily recycling programs Staff is continuing to work with CR&R to plan both a household hazardous waste collection event and a mulch distribution event this fall. Each event will be free of charge for Tustin residents. In conclusion, staff is very pleased with multiple aspects of the City's solid waste program and the efforts of CR&R. No action is required by the City Council at this time and staff recommends that the City Counciyreceive and file this report S.
