ON APRIL 3, 2006, THE CITY COUNCIL ADOPTED RESOLUTION NO. 06-43, APPROVING AN ADDENDUM TO THE FEISJEIR. THE PROPOSED PROJECT IS CONSISTENT WITH THE MCAS TUSTIN SPECIFIC PLAN AND IS DETERMINED NOT TO RESULT IN ANY NEW SIGNIFICANT ENVIRONMENTAL IMPACTS, PROPOSE SUBSTANTIAL CHANGES OR A SUBSTANTIAL INCREASE IN THE SEVERITY OF ANY PREVIOUSLY IDENTIFIED SIGNIFICANT IMPACTS IN THE FEIS/EIR AND ADDENDUM. MOREOVER, NO NEW INFORMATION OF SUBSTANTIAL IMPORTANCE HAS SURFACED SINCE CERTIFICATION OF THE FEIS/EIR AND ADDENDUM. REQUEST: REQUEST FOR APPROVAL OF THE DESIGN REVIEW FOR PROPOSED FIRE STATION NO. 37. 13U1LDiNG OUR FUTURE FROM: COMMUNITY DEVELOPMENT DEPARTMENT HONORING OUR PAST Zoning Administrator August 2, 2010 DR 10-016 Page 2 RECOMMENDATION That the Zoning Administrator adopt Zoning Administrator Action 10-008, approving Design Review (DR) 10-016 (Attachment C). BACKGROUND On February 3, 2003, the Tustin City Council adopted the MCAS Tustin Specific Plan to establish development regulations and procedures for reuse of the former Marine Corps Air Station (MCAS) Tustin. The MCAS Tustin Specific Plan divides the former base into Planning Areas. Section 3.4.3.A of the MCAS Tustin Specific Plan identifies permitted and conditionally permitted uses within Planning Area 5 of the MCAS Tustin Specific Plan. Planning Area 5 was planned to support residential uses and the proposed fire station. Section 4.2.4 of the MCAS Tustin Specific Plan requires Design Review approval for individual developments. The Zoning Administrator may make modifications to the proposed project as a result of the public meeting on the matter. DISCUSSION Site and Surrounding Properties The project site is located at the southwest corner of Edinger Avenue and Kensington Park Drive within Planning Area 5 of the MCAS Tustin Specific Plan (Attachment A -Location Map). The project site is a 1.25 acre site that is currently unimproved and vacant. The Coventry Court senior residential project is located to the northwest, west, and southwest of the project site. Across Edinger Avenue to the northeast of the project site are a flood control channel, railroad tracks, and a single family residential neighborhood . The area to the southeast of the project site is currently vacant, and the site is designated for commercial uses (village services). The project site is located in the MCAS Tustin Specific Plan (SP-1) Zoning District and MCAS Tustin Specific Plan General Plan Land Use Designation. Project and Program Component The project is a request for approval of the design review for the development of proposed Fire Station No. 37. The fire station will replace the existing fire station located at 14901 Red Hill Avenue. Zoning Administrator August 2, 2010 DR 10-016 Page 3 The proposed fire station will feature three apparatus bays, eight dormitories and four bathrooms for fire service personnel, a kitchen with dining area, a day room, offices, an exercise room, a public lobby and restroom, and other rooms to support fire service operations. Parking and Circcrlation Table 3-6 of the MCAS Tustin Specific Plan identifies parking requirements for non- residential uses, but does not specify parking requirements for a fire station. Twenty-one (21) parking spaces are proposed, including one (1) accessible stall and two standard stalls in the visitor parking area. A traffic study was prepared and evaluated with the adoption of the MCAS Tustin Specific Plan. The proposed use was previously included in that analysis and is within the on-site ADT development thresholds identified in Table 4-4 of the MCAS Tustin Specific Plan. Design Review The proposed project will include the proposed fire station of approximately 9,670 square feet served by a total of 21 on-site parking spaces. Ancillary structures include enclosures for an emergency generator, a fuel tank, two trash bins, and electrical equipment. The architecture of the project provides for quality building design and materials. The site includes a patio for fire service personnel and extensive streetscape landscaping along Edinger Avenue and Kensington Park Drive that is conditioned to be consistent with the urban design objective of the Specific Plan. As shown in Attachment Band Figure 1, the building is proposed to be of a contemporary style with clean lines, varied facades, sloped roofs, and symmetrical spacing of doors, windows, and columns. The exterior walls of the proposed fire station are proposed to be a combination of plaster and stone veneer. The proposed exterior colors will consist of earth tone colors and earth tone simulated stone veneer. The three metal apparatus doors, metal man doors, door/window frames, and other metal features are conditioned to be of a complementary earth tone rather than a warm red color. Roof trim is proposed to be a silver grey color, and the standing seam metal roofing is proposed to be a shade of off- white. The site will be secured with wrought iron security gates and decorative block walls along Edinger Avenue and Kensington Park Drive, which will feature pilasters covered with stone veneer. Zoning Administrator August 2, 2010 DR 10-016 Page 4 Figure 1: Submitted Elevation and Rendering The proposed project provides for continuity of vehicular, pedestrian, and infrastructure facilities and linkages, including drainage facilities; incorporates quality architectural and landscape design and urban design features such as streetscape and landscape concepts, site design, and architectural design; incorporates the requirements of the Specific Plan and other requirements such as the Uniform Building Code and Construction Standards for Private Improvements. As conditioned, the proposed project would meet the intent and purposes as set forth in the MCAS Tustin Specific Plan. ENVIRONMENTAL That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. ~n April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. The proposed project is consistent with the MCAS Tustin Specific Plan and is determined not to result in any new significant environmental impacts, propose substantial changes or a substantial increase in the severity of any previously identified significant impacts in the FEIS/EIR and Addendum. Moreover, no Zoning Administrator August 2, 2010 DR 10-016 Page 5 new information of substantial importance has surfaced since certification of the FEIS/EIR and Addendum. That a City-initiated application for Design Review 10-016 was filed requesting authorization to construct a new fire station at 15011 Kensington Park Drive, which is located within Planning Area 5 of the MCAS Tustin Specific Plan. B. That the General Plan MCAS Tustin Specific Plan land use designation provides for a variety of uses, including a fire station. In addition, the project is consistent with the Air Quality Sub-element of the City of Tustin General Plan. C. Pursuant to MCAS Tustin Specific Plan Section 3.4.3.A, a fire station is a permitted use within Planning Area 5. D. The proposed fire station is located within the MCAS Tustin Redevelopment Project Area. E. In accordance with Tustin City Cade (TCC) Section 9299(b)(4)(c), the Zoning Administrator is authorized to review Design Review applications within Redevelopment Project Areas. F. That the Zoning Administrator considered the application on August 2, 2010. G. That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. The proposed project is consistent with the MCAS Tustin Specific Plan and is determined not to result in any new significant environmental impacts, propose substantial changes or a substantial increase in the severity of any previously identified significant impacts in the FEIS/EIR and Addendum. Moreover, no new information of substantial importance has surfaced since certification of the FEIS/EIR and Addendum. II. SOURCE CODES (1) STANDARD CONDITION (2) CEQA MITIGATION (3) UNIFORM BUILDING CODE/S (4) DESIGN REVIEW **"~ EKCEPTIONS (5) RESPONSIBLE AGENCY REQUIREMENTS (6) LANDSCAPING GUIDELINES (7) PC/CC POLICY Exhibit A ZA Action 10-008 August 2, 2010 Page 2 (1) 1.8 Prior to issuance of a building permit, and in conjunction with subsequent plan check submittals the following design issues shall be addressed and any design modifications shall be subject to approval by the City and Redevelopment Agency: The finish of the exterior perimeter wall shall match adjacent community walls and also have pilasters with veneer stone treatment to match the proposed fire station_ The reduction or removal of veneer stone at locations that are constrained or are not highly visible from public streets or from adjacent properties shall be considered. Materials, finishes, and colors used on exterior elevations shall be consistent with the color rendering presented to the Tustin Planning Commission on January 12, 2010 as amended on March 24, 2010, and subject to final refinements and approval. The three metal apparatus doors, metal man doors, door/window frames, and other metal features shall be of a complementary earth tone rather than the proposed red color shown on the design review material board and elevations. The proposed coral tree at the corner of Kensington Drive and Edinger Avenue shall be relocated to provide space for a future community monument sign. At building plan check, the future location of the community monument sign shall be depicted on the plans. All landscaping along Edinger Avenue and Kensington Drive shall be consistent with the Legacy Park Streetscape Plant Palette in the Legacy Park Design Guidelines. Landscape buffer plantings to include trees shall be required on the interior side of the westerly and southerly property walls, with other interior planters behind the walls of the project to be of Xeriscape materials which do not detract from the appearance of the site but which do not require extensive maintenance, subject to approval by the Redevelopment Agency and the City. The feasibility of providing rolling gates in lieu of swing gates shall be considered during the subsequent design stage of the project. The type of gate shall be approved by the Redevelopment Agency and City. Paving materials for on-site pedestrian circulation for the public in front of the walls shall be shown on the plans and should be Exhibit A ZA Action 10-008 August 2, 2010 Page 3 decorative in nature. The plans shall include exact design details and materials for all walkways. (1) 1.9 The minimum parking space size shall be nine (9) feet by twenty (20) feet or nine (9) feet by seventeen and a half (17'/z) feet with a two and a half (2'/Z) foot landscape overhang. Striping details shall be shown on the building plans. (1) 1.10 The trash enclosure area shall be a minimum six (6) foot high solid masonry wall with solid metal, self-closing, self-latching gates consistent with the adjacent building's material and finish. The location of the bin, size, and quantity shall be reviewed and accepted in writing by the City's contract refuse service provider. (1) 1.11 A detailed lighting plan shall be submitted along with details of proposed exterior fixtures and intensity of light. Parking lot lighting shall be in conformance with the City's Security Code and facilitate pedestrian circulation within the parking lot. On-site lighting shall be arranged so that direct rays do not shine on adjacent properties or produce glare. All light fixtures shall be subject to approval by the Redevelopment Agency and City. (1) 1.12 The location of all exterior mechanical equipment shall be identified on the plans (i.e. transformers, meters, fire sprinkler riser etc.). Screening of exterior mechanical equipment shall be provided, compatible with building materials. Location, height, and sizing of rooftop materials, including installation details, shall be provided and approved by the Redevelopment Agency and City. (1) 1.13 No exterior downspouts shall be permitted on any fagade visible from adjacent streets or residential properties. (1) 1.14 Roof access devices shall be provided from the inside of the building. (1) 1.15 Roof scuppers shall be installed with a special lip device so that overflow drainage does not stain exterior walls. (1) 1.16 Details for all building security systems shall be provided, subject to review and approval by the Redevelopment Agency, City and OCFA. (1) 1.17 A detailed sign program for exterior signs shall be provided for review and approval by the Redevelopment Agency and City. The sign program shall include the location, materials, colors, size, and sign copy consistent with the overall building design. Exhibit A ZA Action 10-008 August 2, 2010 Page 4 (1) 1.18 All landscaping and irrigation shall meet the requirements of the City's Water Efficient Landscape Ordinance No. 1376. (1) 1.19 A detailed landscape and irrigation plan shall be provided for all landscaping areas on the site and include the following information: a) A summary table applying indexing identification to plant materials in their actual location. The plan and table must list botanical and common names, sizes, spaces, actual location, and quantity of the plant materials proposed. All landscaping materials outside of the walls of the facility along Kensington Park Drive and Edinger Avenue shall be consistent with approved plant palette materials required for such streetscapes in the Legacy Park Design Guidelines. b) Planting and berming details, soil preparation, staking, etc. c) The irrigation plan shall show location and control of backflow prevention devices, pipe size, sprinkler type, spacing, and coverage. Details for all equipment shall be provided. d) All property lines on the landscaping and irrigation plan, public right- of-way area, sidewalk widths, parkway areas, and wall locations, if any. e) Note on landscaping plan that coverage of landscaping irrigation materials is subject to field inspection at project completion by the Community Development Department. (1) 1.20 The landscape materials shall not conflict with the visual clearance requirements of the proposed driveway approaches. (1) 1.21 On-site landscaping shall be maintained in a healthy and vigorous condition. Maintenance shall include, but is not limited to, trimming, mowing, weeding, removal of litter, fertilizing, regular watering, and replacement of diseased or dead plants. (1) 1.22 Pursuant to the City of Tustin's Security Ordinance and the Uniform Fire Code, street numbers shall be displayed in a prominent location on the street side of the building. The numerals shall be no less than six (6) inches in height and shall be of contrasting color to the background to which they are attached and illuminated during hours of darkness. (1) 1.23 A note shall be provided on the final plans that a six (6) foot high chain link fence shall be installed around the site prior to building construction stages. A nylon fabric or mesh shall be attached to the temporary construction Exhibit A ZA Action 10-008 August 2, 2010 Page 5 fencing. Gated entrances shall be permitted along the perimeter of the site for construction vehicles BUILDING DIVISION (3) 2.1 At the time of building permit application, the plans shall comply with the latest editions of the Codes, City Ordinances, and State and Federal laws and regulations, as adopted by the City Council of the City of Tustin. Application for building permits submitted after December 31, 2010 will be based on California 2010 adopted building codes. PUBLIC WORKS DEPARTMENT (1) 3.1 This development shall comply with all applicable provisions of the City of Tustin Water Quality Ordinance and all Federal, State, and Regional Water Quality Control Board rules and regulations. (1) 3.2 Preparation of a sedimentation and erosion control plan for all work related to this development shall be required. (1) 3.3 Prior to building plan approval, a final grading plan, prepared by a California Registered Civil Engineer, shall be submitted and approved. The plan shall be consistent with the approved site and landscaping plans. (1) 3.4 Prior to building plan approval, the design consultant shall submit for approval by the Community Development and Public Works Departments, a Water Quality Management Plan (WQMP). If the WQMP has been determined to be a Priority WQMP, it shall identify Low Impact Development (LID) principles and Best Management Practices (BMPs) that will be used on-site to retain storm water and treat predictable pollutant run-off. The Priority WQMP shall identify: the implementation of BMPs, the assignment of long-term maintenance responsibilities (specifying the developer, parcel owner, maintenance association, lessees, etc.), and reference to the location(s) of structural BMPs. (1) 3.5 A SWPPP will have to be prepared for the project. When considering the Risk Level to assess fior the project, it should be noted that the City of Tustin is under a Sediment TMDL. (1) 3.6 Prior to building plan approval, the design consultant shall submit to the Public Works Department 24" x 36" reproducible street improvement plans, as prepared by a California Registered Civil Engineer, for approval. The plans shall clearly show existing and proposed surface and underground improvements, including construction and/or replacement of any missing or damaged public improvements adjacent to this development. Said plans shall include, but not be limited to, the following. Exhibit A ZA Action 10-008 August 2, 2010 Page 6 a} Curb and gutter h) b) Sidewalk, including curb ramps i) for the physically disabled j) c) Drive aprons k) d) Signing/striping I) e) Street paving m) f) Street lighting g) Catch basin/storm drain laterals/ connection to existing storm drain system Domestic water facilities Reclaimed water facilities Sanitary sewer facilities Landscape/irrigation Dry utility lines Traffic signal (1) 3.7 For any construction within the public right-of-way, a 24" x 36" construction area traffic control plan, as prepared by a California Registered Traffic Engineer, or Civil Engineer experienced in this type of plan preparation, may be required. (1) 3.8 Current Federal Americans with Disabilities Act (ADA) requirements shall be met at all driveways and sidewalks adjacent to the site. City of Tustin standards shall apply, unless otherwise approved by the City Engineer. (1) 3.9 Construction and Demolition Waste Recycling and Reduction Plan (WRRP). The contractor will be required to submit a WRRP to the Public Works Department. The WRRP must indicate how the contractor will comply with the City's requirement (City Code Section 4351, et al) to recycle at least 50% of the project waste material (1) 3.10 CADD Requirements - In addition to the normal full-size map and plan submittal, all final maps and plans including, but not limited to, tract maps, parcel maps, right-of-way maps, records of survey, public works improvements, private infrastructure improvements, final grading plans, and site plans shall be submitted to the Public Works Department in computer aided design and drafting (CADD) format to the satisfaction of the City Engineer. The standard file format is AutoCAD Release 2007, or latest version, having the extension"DWG". All layering and linotype conventions are AutoCAD-based (latest version available upon request from the Public Works Department). The CADD files shall be submitted to the City at the time plans are approved, and updated CADD files reflecting "as built" conditions shall be submitted once all construction has been completed. No project bonds will be released until acceptable "as built" CADD files have been submitted to the City. (1) 3.11 The Conceptual Grading Plan and Preliminary WQMP for the project shall be prepared to be consistent with the comments from the Public Works Department dated July 26, 2010, which are as follows: Exhibit A ZA Action 10-008 August 2, 2010 Page 7 1. Conceptual Grading Plan a. The driveways and curb ramps shall be designed per the City of Tustin Public Works Standard No. 210 and 211. b. The meandering sidewalk along Kensington Park Drive shall be designed and constructed to meet at the BCR and ECR. c. The proposed storm drain along Kensington Park Drive shall be designed and constructed within the fire station property. d. All onsite drainage shall be kept onsite or drain to the planting areas. Storm water shall not drain across the driveways to the adjacent public right of way. e. The design consultant shall indentify the ultimate location of the relocated fire hydrant and street light on the plans. f. The design consultant shall provide at least five feet (5') clearance between the traffic signal controller cabinet and the driveway. g. The design consultant shall coordinate the design and relocation of the southerly electric line and the street light with Southern California Edison. h. The design consultant shall design the site with bio- treatment type facilities for the storm water treatment. i. The proposed curb along the westerly side of the property shall extend across the fuel tank area. Relocate the proposed gutter across westerly parking stalls from the leading edge of the stalls to the back of the stalls along the proposed curb and gutter and drain to planting area on the south side. 2. Preliminary WQMP a. Section II, Project Description. Use and follow the attached WQMP preparer's checklist (example: identify the pollutants expected to be associated with the project). b. Section III, Site Description. Use and follow the attached WQMP preparer's checklist (example: include any Hydrologic Conditions Exhibit A ZA Action 10-008 August 2, 2010 Page 8 of Concern, any Environmentally Sensitive Areas, any Areas of Special Biological Significance, etc.). ii. Verify if the first paragraph, 4th line, should be 0% pervious instead of 0% impervious. iii. Change Santa Fe Channel to Santa Ana/Santa Fe Channel. iv. The Santa Ana/Santa Fe Channel discharges to Peters Canyon Channel, which discharges to Newport Back Bay, not Newport Beach. v. Add San Diego Creek Reach 1 & 2. The US EPA has established TMDLs for the San Diego Creek (Selenium, Cadmium, Copper, Lead, Zinc, Organochlorine pesticides, Chromium, Mercury, and Sediment). c. Section IV, Best Management Practices. Table 2 and 3 should include a fueling station. Use vegetated areas as part of treatment as much as possible. Revise Table 4 accordingly. iii. SQDF and SQDV design criteria shall be included in the Preliminary WQMP to validate that it will adequately treat the pollutants of concern. d. Site Plan. i. Provide treatment controls to prevent runoff from the proposed concrete pavement and driveways to the public right of way. ii. Use Bio-Treatment BMP systems (i.e,, Filterra, KriStar Treepod Biofilter, etc.) instead of CDS unit. iii. Provide self-treating treatment controls to act as BMP to prevent runoff from the landscape area to the adjacent public right of way. e. 303(d) List, include only the section that applies to the Newport Bay Watershed. 3. Additional comments and conditions may be found on the redlined Preliminary WQMP, Conditions of Approval, and Conceptual Grading Plan. ORANGE COUNTY FIRE AUTHORITY (OCFA) (5) 4.1 Pursuant to a request by the OCFA and as agreed to by OCFA and the City on July 22, 2010, the project architect shall explore the feasibility of Exhibit A ZA Action 10-008 August 2, 2010 Page 9 mitigating the concern that the proposed laundry room is not adjacent to the apparatus bay. (5) 4.2 If feasible as determined and recommended to the City and Agency by the Project Manager for the project, a door shall be added between Hall 122 and Dayroom 128. If feasible as determined and recommended to the City and Agency by the Project Manager for the project , a door or sliding glass door shall be added between the patio and dayroom. (5) 4.3 Man doors shall be provided adjacent to the vehicular gates and the front of the apparatus bay.
