ALSO, PLEASE GIVE YOUR FULL NAME AND ADDRESS FOR THE RECORD. There were no public concerns. CONSENT CALENDAR: (ALL MATTERS LISTED UNDER CONSENT CALENDAR ARE CONSIDERED ROUTINE AND WILL BE ENACTED BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS PRIOR TO THE TIME OF THE VOTING ON THE MOTION UNLESS MEMBERS OF THE COMMISSION, STAFF OR PUBLIC REQUEST SPECIFIC ITEMS TO BE DISCUSSED AND/OR REMOVED FROM THE CONSENT CALENDAR FOR SEPARATE ACTION.) 1. Minutes of July 27, 1987 Planning Commission Meettn0 2. Temporary Waiver of Underground Utility Requirements Commissioner Baker moved, Ponttous seconded to approve the consent calendar. Motion carried 4-0. PUBLIC HEARINGS 3. Zoning Ordinance Amendment No. 87-3 Subject: Beverage Container Recycling Facilities Resolution No. 2424: A Resolution of the Planning Commission of the City of Tustln Recommending to the City Council that the Tusttn Municipal Code be amended by adoption of Zoning Ordinance Amendment No. 87-3 to permit redemption centers for recyclable beverage containers in the C-1, C-2 & PC, Zoning Districts Presentation: Steve Rubtn, Senior Planner The public hearing was opened at 7:52 p.m. The public hearing was closed at 7:53 p.m. Planntng Commission Mtnutes August 10, 1987 Page two Staff clarified to the Commissioners the definition of "host use" and the Commission noted their concern regarding the maintenance of the cleanliness of the facilities. Commissioner Puckett moved, Pontlous seconded to approve Zoning Ordinance Amendment No. 87-3 by the adoption of Resolution No. 2424 with the following changes: Section II. B. 10. "Maintained free of litter, pests, vermin and any other undesirable materials at all times." and Section II. C. 4. "Site shall be maintained free of litter, pests, vermin and any other undesirable materials at all times and shall be cleaned of loose debris on a daily basis." Motion carried 4-0. NEW BUSINESS 4. Status of Old Town Zonln9 Study Presentation: Steve Rubln, Senior Planner Commissioner Baker moved, Puckett seconded to receive and file the status report on Old Town Zoning Study. Motion carried 4-0. 5. SUMMARY OF WORK PROJECTS - AUGUST, 1987 Presentation: Steve Rubln, Senior Planner STAFF CONCERNS 5. Report on actions taken in the August 3, 1987 Ctt¥ Council meeting Presentation: Steve Rubtn, Senior Planner COMMISSION CONCERNS Chairman Wetl proposed that one or two members of the Planning Commission attend the Design Review meetings with the applicants. Commtsioner Puckett added that the Chairman would be an excellent choice as a repres'~-6tative for the Commission. Commissioner Baker inquired on the status of the School District's suit against the City and encouraged attendance of the San Diego Pipeline Scoping meeting on August 18, 1987. ADJOURliNENT At 8:10 p.m. Commissioner Baker moved, Puckett seconded to adjourn to the next regularly scheduled Planning Commission meeting on August 24, 1987 at 7:30 p.m. Motion carried 4-0.
