CONSENT CALENDAR: Present: Puckett, Wetl, Baker, Le Jeune, Pontious 1. Minutes of February 23, 1987 Planning Commission Meeting. Well moved, LeJeune second to approve the minutes with an addition to UP 87-4 that Parents Who Care were notified of the hearing. Motion carried 5-0. 2. FINAL TRACT MAP 12719 To subdivide for 127 single family detached houses, East Tustin. Jeff Davis advised the Commission that their action was to recommend to City Council approval of a Final Tract Map that would authorize final subdivision of 127 of the 143 remaining lots created by Tentative Tract Map 12719. However, because of a requirement of the Subdivision Map Act, the tract number on the submitted map required revision and the new number would be available prior to Council approval. With that, Jeff Davis presented the following changes to Resolution No. 2397: I.B. That a condition of approval of Tentative Tract 12719 required that 16 numbered and two lettered lots could not be included on a final map until the disposition of a reserve area created by lot 8 of Tract 12345 has been determined. I.C. That disposition of lot 8 of Tract 12345 has not been determined. I.D. That pursuant to the Subdivision Map Act the final phase of a multiple phase project, where multiple final maps are utilized must bear the number of the original Tentative Tract Map. In this case, Tentative Tract 12719. I.E. That the area created by lot 8 of tract 12345 shall be the last area to be subdivided as approved by Tentative Tract Map 12719. I.F. That upon approval of the City Engineer and prior to City Council approval of the map shown as an exhibit to the "Report to the Planning Commission" dated March 9, lg87 said map may be renumbered. Well moved, Baker second to approve Final Tract Map 12719 with changes to the resolution as recommended by staff outlined above. PUBLIC HEARINGS 3. USE PERMIT 87-5 Applicant: Location: Request: Presentation: Motion carried 5-0. Mr. George Hillyard on behalf of Mobil Oil Corp. 17241 Irvine Boulevard To convert an existing 167 square foot sales area to a mini-market. Laura Pickup, Assistant Planner RESOLUTION NO. 2393: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN, GRANTING A CONDITIONAL USE PERMIT TO INSTALL A 167 SQUARE FOOT MINI-MARKET AT 17241 IRVINE BOULEVARD RECOMMENDED ACTION: IT IS RECOMMENDED THAT THE PLANNING COMMISSION APPROVE USE PERMIT 87-5 BY THE ADOPTION OF RESOLUTION NO. 2393. Laura Pickup explained the Commission had previously approved this Use Permit. However, the owner/applicant did not implement the use permit prior to the one year expiration date. This application is the same as submitted in December 1985 and does not include the sale of alcoholic beverages. Chairman Puckett opened the public hearing at 7:45 p.m. Seeing no one wishing to speak, he closed the hearing at 7:45 p.m. Pontious moved, LeJeune second to approve UP 87-5 by the adoption of Resolution 2393. Motion carried 5-0. I#FORPJ~TION ITEMS 4. ZONING ORDINANCE AMENDMENT 87-1 Applicant: City Council Presentation: Laura Pickup, Associate Planner RECOMMENDATION: IT IS RECOMMENDED THAT THE PLANNING COMMISSION INSTRUCT STAFF TO SCHEDULE A PUBLIC HEARING FOR ZONING CODE AMENDMENT NO. 87-1. Laura Pickup explained to the Commission these are only suggestions and recommendations by staff. These originated from a joint session of the Planning Commission and City Council in September lg86 where Parents Who Care requested staff take a closer look at the city's regulations on alcohol. Planntng Commission Minutes March 9, 1987 page three Commission discussion ensued with the foil.wing suggested changes to the proposed Zoning Ordinance Amendment: 'Sensitive Use' deleted to read, "600 feet from any church, public or prtvate school, playground or hospital." The Ctty Attorney suggested deletion of the following ttems tn the Guidelines as listed on report page 5, unti] determined by Ct ty Attorney: 1) Cap requirement A; 2) Stgnage requirements D; 3) Floor area requirement C; Chairman Puckett, with a consensus from the Commission, instructed staff to set a public hearing for consideration of Zoning Ordinance Amendment 87-1. OLD BUSINESS None. NEW BUSI#ESS STATUS REPORT - TUSTIN HEIGHTS SHOPPING CENTER DRIVE ALIGNMENT Presentation: Jeffrey S. Davis, Senior Planner LANDSCAPE DEVELOPMENT STANDARDS Presentation: Christine Shingler. n, Director of Community Development Christine Shtngleton reviewed staff's recommended changes to the draft: Page 2, 1. e. delete; Page 2, 1. f. change 24" box to one tree for each 2 units. 30% of all trees shall be 24" box; Page 2, 1. g. shall be clarified to pertain to commercial and industrial projects only, not to residential; Page 2, 1. i. delete; Page 3, 1. q. exception: where there are private parkways or perimeter landscaping near street curb that stamped concrete in the left turn pockets be provided; Page 4, II. A. 3. changed to read as follows, "One copy of agronomic soil report and recommended specification." Commissioner Ponttous excused herself from the meeting at 9:10 p.m. After extensive Commission discussion, Le Jeune moved, Baker second to receive and file. Motion carried 4-0.
