JORDAN, CHIEF OF POLICE SUBJECT: POLICE DEPARTMENT VEHICLE PURCHASES SUMMARY Agenda Item 14 Reviewed: City Manager U _ Finance Director ~ /`..' Nine Police Department vehicles require replacement. The department has determined the need to purchase four (4) 2010 Dodge Charger police package vehicles; two (2) 2010 Chevrolet Malibu's; one (1) 2010 Chevrolet Impala; and two (2) 2010 Ford Expeditions to replace older model high mileage vehicles. Additionally, there will be a need to award a contract for police equipment conversion work for newly purchased police units and authorize the Police Department to donate one of the older model, high mileage Crown Victoria vehicles to the Orange County Sheriff's Department Academy. The vehicle selected for donation will be at the discretion of the Field Services Maintenance Supervisor in charge of the oversight of fleet condition. RECOMMENDATION It is recommended that the City Council authorize: The purchase of four (4) 2010 Police Package Dodge Chargers from McPeek's Dodge of Anaheim, California in the amount of $98,566.84 (Including tax, license, fees and delivery). 2. The purchase through the General Services Department of the State of California of (2) 2010 Chevrolet Malibu's, one (1) 2010 Chevrolet Impala and two (2) Ford Expeditions through Downtown Ford Sales in the amount of $116,984.25. 3. The purchase of police equipment conversion packages for the conversion of four (4) 2010 Dodge Chargers and one (1) 2010 Ford Expedition from 10-8 Retrofit in Laverne, California in the amount of $41,691.51. This amount will include charges by Orange County Communications for emergency radio transition from retired vehicles to replacement vehicles. 4. The donation of one retired Crown Victoria unit to the Orange County Sheriff's Academy. Police Department Vehicle Purchases September 21, 2010 Page 2 5. Unit 3418, a Ford Crown Victoria, will be retained and will replace an existing flat top used by the Police Department. 6. The Public Works Department is to dispose of the remaining surplus retired vehicles at the next available public auction and credit net proceeds to applicable City Revenue fund. 7. Approve the supplemental appropriation of $257,242.60 from the unappropriated reserves of the Equipment Replacement Fund (Fund 184). FISCAL IMPACT Adequate funds are currently available in the Equipment Replacement Fund (Fund 184). BACKGROUND In fiscal year 2008/2009 routine vehicle replacement was halted due to the dire state of the economy. During the fiscal year 2009/2010 the Police Department continued to operate without replacing any police vehicles for a second consecutive year. It has now been determined that at least nine of the vehicles that were scheduled for replacement over the past two years have exceeded their lifespan in age and mileage. A breakdown of vehicle replacement is as follows: Marked Police Units 3407, 3414, 3416, 3418 and 3419 (all Ford Crown Victoria's) are scheduled for replacement due to high mileage and scheduled rotation. Four of these retired vehicles will be replaced with pursuit-rated, police package 2010 Dodge Chargers; one of these retired vehicles will be replaced with a 2010 Ford Expedition (Crime Scene/Report Services). Unmarked Police Units 3425, 3438, 3439 and 3434: 3425 2000 Dodge Intrepid 3438 2001 Pontiac Bonneville 3439 2000 Mercury Grand Marquee 3434 2002 Jeep Cherokee The above unmarked Police Units will be replaced with vehicles obtained through the Department of General Services State Contract. All unmarked replacement vehicles are listed as "green," alternative fuel vehicles. Pursuing energy efficient alternative vehicles has been a goal of the Police Department for the last several years. Police Department Vehicle Purchases September 21, 2010 Page 3 Dodge Vehicle Purchases: There is currently no State Contract pricing for Dodge Chargers. The only police pursuit rated vehicles available on the State Contract are Ford Crown Victoria's. As our goal is to transition the entire patrol fleet to Dodge Chargers, pursuing the State contract was not an option. During our vehicle availability research process for 2010 Police Package Dodge Chargers, we found that the only local dealership with the 2010 police package model still available was McPeek's Dodge of Anaheim. The other various dealerships were able to provide a projected quote for stock 2011 Dodge Chargers and are expected to have the vehicles in early January, 2011. Pursuing the 2011 model, which would not be available until January of 2011, would delay the process well into 2011 and undoubtedly result in higher purchase prices. After contacting McPeek's Dodge and confirming they currently have sufficient pursuit-rated police package units in stock, we were able to get vehicle pricing utilizing the piggyback process commonly used in police vehicle purchases from the current Los Angeles Police Department Vehicle Purchase Contract. LAPD's competitive bid process for purchase is comparable to Tustin's bid process. Purchase of Police Equipment Conversion Services: In pricing conversion services, it is important to note that, while there are a number of vendors available in a tri-state area including Nevada and Arizona; proximity to the Police Department is a major factor in the decision making. The proximity factor is significant with regards to transporting the vehicles to and from the vendor's facility and in the oversight of the conversion process. Since all police agencies operate under slightly different conversion specifications, it is the duty of staff to oversee the conversion process by inspecting the vehicle at various stages of development (i.e. wiring schematics, equipment mounting devices and location, etc.) With this oversight, the coordination requires multiple personal trips to and from the conversion vendor's location and responsibility for scheduling necessary personnel to deliver and pick-up vehicles from the vendor's facility. With these factors in mind, we are limited to the selection of a vendor within a 100 mile radius of the Police Department. Traveling any further distance would interfere with our staff's job performance and would reduce their workload. The second consideration for a conversion vendor is the size of their operation. The size of the operation directly correlates to the amount of time the conversion process will take. A smaller operation with fewer employees will obviously require a longer processing period than a company with more available manpower. The conversions can take anywhere from one week to one month to complete. Finally, upon completion of the conversion vendor, all vehicles will spend additional time at Orange County Communications for the transition of the emergency radio from retired unit to replacement unit. Police Department Vehicle Purchases September 21, 2010 Page 4 The three conversion companies that were contacted and provided their quotes are listed below. The quotes received include stripping the existing vehicles and installing the equipment into the newly purchased vehicles. The Jeep Cherokee that we are replacing does not have an Orange County Communications Radio in that vehicle. A key fact to consider is that our existing 34 patrol units were just outfitted with new MAVS/MDC equipment that cost over $400,000. The new equipment was provided by Data 911 and the contract specifically states that 10-8 Retrofit located in Laverne to be the installation company for this equipment. 10-8 Retrofit personnel, our own IT staff and Field Service personnel all played an integral part in the installation of this new system. The install was completed a few weeks ago; the warranty just took effect and is in place for three years. Consistency is a major factor in the installation of this equipment in all of our patrol cars. It is strongly recommended that we sole source our conversion and allow 10-8 Retrofit to do the installation of this equipment because installation consistency is imperative. Using another install company could create warranty concerns for us if the equipment was to fail and our own personnel were unable to troubleshoot or repair the problem. We would have units inoperable and it would cause an additional financial burden on the City. With these considerations in mind, staff solicited bids from vendors within a feasible proximity to the Police Department and with sufficient staff to process the vehicles within a reasonable time frame. 10-8 Retrofit submitted the lowest bid and as noted above is the preferred choice of staff. Police Department Vehicle Purchases September 21, 2010 Page 5 Orange County Sheriff's Department Academy Donation The Tustin Police Department uses two local law enforcement academies for recruit training: Golden West College in Huntington Beach and the Orange County Sheriff's Academy located in the Legacy. Portions of the academy curricula involve practical applications and utilize law enforcement vehicles to simulate vehicle stops, pedestrian contacts and officer safety training. The need for police units to be available on-site is beneficial in the function of the academy. We have previously donated marked police units to the Golden West Academy during vehicle rotation and it is proposed to donate one (1) marked police unit to the Orange County Sheriff's Academy during this year's rotation process. Ownership of the vehicle will be conveyed to the academy. The vehicle will retain spot lights and prisoner containment equipment. The light bar, camera, computer and radio will be removed and transferred to the replacement vehicle. Surplus Retired Vehicles With the exception of the one vehicle to be donated to the Orange County Sheriff's Department Academy, and unit 3418 to be retained by the Police Department, all other retired vehicles will be considered surplus and the Public Works Department will dispose of remaining surplus retired vehicles at the next available public auction and credit net proceeds to applicable City Revenue fund.
