Consent Calendar, as amended. Motion carried 3-0.
PUBLIC HEARINGS
Adopted Resolution 2. USE DETERMINATION 10-002, A REQUEST TO
No. 4158 ESTABLISH A DENTAL OFFICE AS AN OUTRIGHT
PERMITTED USE IN THE "COMMERCIAL AS
PRIMARY USE" DISTRICT OF THE FIRST STREET
SPECIFIC PLAN. THIS PROJECT IS LOCATED AT 631
EAST FIRST STREET IN THE FIRST STREET
SPECIFIC PLAN (SP-10), DESIGNATED
"COMMERCIAL AS PRIMARY USE ZONING DISTRICT.

RECOMMENDATION:
That the Planning Commission adopt Resolution No.
4158.
Reekstin Presented the staff report.
The Public Hearing opened at 7:15 p.m.
Paul Strauss. 905 Ridgeside Drive, Monrovia, CA, spoke on
behalf of the applicant.
The Public Hearing closed at 7:16 p.m.
Each Commissioner spoke in favor of staff's recommendation.
It was moved by Kozak, seconded by Kasalek, to adopt
Resolution No. 4158. Motion carried 3-0.
Adopted Resolution 3. DESIGN REVIEW 10-013, A REQUEST TO DEVELOP
No. 4156 64 TWO-STORY SINGLE FAMILY DETACHED UNITS
AT AUGUSTA (PREVIOUSLY APPROVED AS
ASTORIA) IN COLUMBUS SQUARE AT TUSTIN
LEGACY. THIS PROJECT IS LOCATED LOTS 181
THROUGH 211 AND 216 THROUGH 248 OF TRACT
16581, PLANNING AREA 4, GENERALLY BOUNDED
BY EDINGER AVENUE ON THE NORTH, VALENCIA
AVENUE ON THE SOUTH, SEVERYNS ROAD ON THE
WEST, AND KENSINGTON PARK DRIVE ON THE
EAST IN THE MCAS TUSTIN SPECIFIC PLAN (SP-1)
NEIGHBORHOOD B, PLANNING AREA 4 - LOW
DENSITY RESIDENTIAL, SINGLE FAMILY DETACHED
CARRIAGE WAY UNITS.
RECOMMENDATION:
That the Planning Commission adopt Resolution No.
4156 approving Design Review 10-013.
Chair Pro Tem Thompson asked for clarification regarding the
refinements in architecture and the differences in the proposed
conditions compared with the original conditions of approval.
The Director explained that some square footages have been
modified, but this proposal is still within the range of the original
entitlement approved as Astoria; there is a slight reduction in

square footage, but the architectural features were not reduced
in any way. The primary difference in the resolution tonight and
those considered in 2005 is that tonight 64 units are being
considered; in 2005, the conditions of approval were applicable
to 1,077 residential units. Staff applied only those conditions
applicable to the design review being considered tonight.
The Public Hearing opened at 7:30 p.m.
Eric Higuchi, 1408 Mayfield, stated that he is on the Board of
Directors for Camden Place and also on the Columbus Square
Homeowners Association, but was not speaking tonight in that
capacity; he voiced his support for approval of these units and
urged City staff to continue expediting future construction in the
Villages of Columbus.
Mike Rucupero spoke on behalf of the applicant and indicated
other members of the team were available if the Planning
Commission had any questions.
Chair Pro Tem Thompson asked if the applicant could share
what the price range might be.
Patrick McCabe, William Lyon Homes, indicated that would be
difficult to do at this time, but the analysis suggests a $600-
$700,000 range.
Chair Pro Tem Thompson asked what the schedule for
production might be.
Mr. McCabe responded that the goal is to have models
completed by March/April 2011 and perhaps one and a half
years for completion of the project.
Marina Sun, 15225 Columbus Square, spoke in support of this
project.
The Planning Commissioners shared their support of the project.
It was moved by Kozak, seconded by Kasalek, to adopt
Resolution No. 4156. Motion carried 3-0.

STAFF CONCERNS:
4. REPORT OF ACTIONS TAKEN AT THE SEPTEMBER
7, 2010, CITY COUNCIL MEETING.
The Director reported that the City Council considered Tentative
Tract Map 17342, 17772 - 17862 17th Street, and approved the
Planning Commission's recommendation for approval.
The Director noted that she would provide information to the
Planning Commissioners regarding the 2010 Planners Forum
which takes place October 14 at the Nixon Library.
COMMISSION CONCERNS:
Kasalek Noted that it is encouraging to see the articles in the papers
indicating that the Tustin Ranch Road extension is moving
forward;
• Reminded everyone there is a Candidates Forum on October
13;
• Offered congratulations to her husband who succeeded in
climbing Mt. Whitney and descending the same day.
Kozak • Thanked staff for their great job this evening and through
these difficult economic times;
• Expressed his hope that staff will proceed with a code
amendment and analysis regarding a balance of commercial
and office uses in the area;
• Asked if staff will be looking at the entire First Street corridor
during the analysis.
Director Answered that analysis was included in the budget which was
unfunded for last year; staff continues to plan for an in-depth
analysis rather than a code cleanup.
Kozak Stated it would be good to develop a plan or a process that
bring the 1980s plan current;
• Noted he received a flyer regarding the support of the art
project for Citrus Ranch Park and suggested people check
out the website;
• Thanked staff for the Forum information.
Thompson Stated that on August 28 he attended the Tustin Preservation
Conservancy Annual Picnic at the McCharles House, a nice
event;

Thompson continued .Attended the reopening yesterday of the playground at the
Tustin Family and Youth Center;
• Noted that the California Preservation Federation is offering
several workshops that Planning Commissioners should plan
to attend;
• Asked everyone to remember AI Murray in their thoughts as
he recovers from recent knee surgery.
• Requested that the meeting be adjourned in memory of 9/11
and all the victims and families who have suffered from that
terrorist attack.
7:50 p.m. ADJOURNMENT
The next regular meeting of the Planning Commission is
scheduled for Tuesday, September 28, 2010, at 7:00 p.m. in the
City Council Chamber at 300 Centennial Way.
