HomeMy WebLinkAboutPC Minutes 04-20-81 (2) TUSTIN PLANNING AGENCY Minutes of 7:30 Planning Agency Meeting April 20, 1981 The Planning Agency was called to order at 7:35 p.m. and all were present. CONTINUED PUBLIC HEARING (from 3:00 p.m. meeting). USE PERMIT 81-16 Applicant: Location: Request: James Glomb 13121-13296 Gwyneth Drive Allow use of a meeting room at an apartment complex through the conversion of a carport structure. Mr. James Glomb, 13195 Gwyneth Drive, Unit D, Applicant and resident of the complex spoke in favor of the application. A concerned neighbor spoke in opposition to this project stating that cars for this complex are being parked on Olwyn Drive and also causing traffic problems in the neighborhood. Dr. Fleagle commented that the development did have 30 open spaces and 30 covered spaces before the carports were closed in. However, the complex has no guest parking available at this time. Mr. James Glomb, applicant, explained to the Agency that this organization is a transidental meditation group that meet twice a day to practice meditation. No teaching functions are held at this complex, only meditation. Mr. Glomb further informed that they intend to convert these apartments to condominiums some time this year. Dr. Fleagle explained that the Agency is not considering the conversion at this time since it has not been advertised, they are only considering approval or denial of the recreation room. Anne Christine Flodihn, resident, explained to the Agency that it is a joy to live in a complex with people who are all law abiding citizens who are an asset to the community. The public hearing was closed at 7:55 p.m. Moved by Edgar, seconded by Hoesterey to approve this application by the approval of Resolution No. 1965 with all conditions as listed. After further discussion it was moved by Saltarelli, seconded by Kennedy for a substitute motion to deny this use permit. AYES: NOES: ABSENT: Edgar, Hoesterey, Saltarelli, Kennedy, Sharp None None PUBLIC HEARING USE PERMIT 81-12 and TENTATIVE TRACT 11476 Applicant: Location: Request: Arnold F. Hamala 14512 Holt Avenue develop a 20 unit residential condominium project Dr. Fleagle explained to the Agency that this project does not meet the code so no action can take place this evening and should be continued to the May 4 meeting for further consideration. Staff has suggested that the City adopt a specific plan for the area on the easterly side of Holt Avenue, from the Flood Control channel northerly to Warren Avenue. This specific plan will then be heard at the May 4 meeting. Planning Agency Minutes April 20, 1981 7:30 p.m. Page Two The Public Hearing portion was opened. Arnold Hamala, applicant, presented slides depicting different condominium projects in the area. Mr. Hamala requested Agency input in order to draw up the specific plan. Moved by Kennedy, seconded by Edgar, to continue this item as an open public hearing for 7:30 p.m. at the May 4, 1981 meeting. After some discussion the motion was carried.
